SUBMITTED BY: Ii‘Rd Meloy, Doug Mayo, and Brett Sheffield CONTACT PERSON/TELEPHONE: Randy Meloy / 576 -6606 SUMMARY EXPLANATION: • The City Of Yakima is mandated to adopt a Public Involvement and Participation Policy Directive in accordance with the Department of Ecology's Eastern Washington NPDES Phase II Municipal Stormwater Permit (NPDES — National Pollutant Discharge Elimination System). The City Of Yakima has signed an interlocal agreement with Yakima County and the Cities of Union Gap and 0 Sunnyside to combine efforts and take a regional approach to meet the goals of the permit, including public involvement and participation. Yakima County is the lead agency for the regional group and will handle many of the public programs, including development of the Stormwater Management Program. R — 2008 - A RESOLUTION to adopt a Public Involvement and Participation Policy Directive in compliance with new stormwater regulations. WHEREAS, the City of Yakima is mandated to adopt a Public Involvement and Participation Policy Directive in accordance with Department of Ecology's Eastern Washington NPDES Phase II Municipal Stormwater Permit No. WAR04 -6013; and, WHEREAS, the City of Yakima has signed an interlocal agreement with Yakima County and the Cities of Union Gap and Sunnyside to combine efforts and take a regional approach to meet the goals of the permit, including public involvement and participation; and, WHEREAS, the City of Yakima, Yakima County and the Cities of Union Gap and Sunnyside have determined that public input and participation is a critical part of stormwater management planning process; and, WHEREAS, the following Public Involvement Policy Directive has been developed by the regional stormwater group: 1. The City of Yakima will comply with all applicable state and local public notice requirements when implementing a public involvement and participation program. 2. The City of Yakima will provide ongoing opportunities for public involvement and • participation such as holding public meetings, participating in watershed planning committees, stewardship programs, environmental activities, volunteer opportunities, or other similar activities. 3. The City of Yakima will involve the public in the development, implementation and update of the Stormwater Management Program (SWMP), including development and adoption of all required ordinances and regulatory mechanisms. 4. The City of Yakima will develop and implement a process for consideration of public comments on the SWMP, including required ordinances and regulatory mechanisms. BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: To meet the requirements of the Department of Ecology's Eastern Washington NPDES Phase II Municipal Stormwater Permit No. WAR04 -6013, the City of Yakima shall adopt the aforementioned Stormwater Public Involvement. and Participation Policy Directive.
