• Steve Caffery reported on the Capital Theater bond money, the potential closing
or restricting of 3rd Street and his observations concerning the Wilson Building.
Steve requested the continued participation of the City Council in creating and
implementing the project over its multiple phases. A State legislative funding
alternative to the current Performing Arts PFD was also discussed.
Michael Morales reported on the initial design work and project scope for
Downtown Yakima Futures initiative Phase 3 process and the Grade Separation
Project. The West Yakima avenue project element is expected to have nearly
$750,000 in project reserves remaining which can be programmed for further
capital improvements (as the bond issuance covenants allow).
Sean Hawkins gave an update on the Facade Program for the local business
owners. The project goes before City Council on February 5, 2008 with the
Committee's recommendation to proceed.
Michael Morales reported on the West Yakima Avenue street banner concerns
over their likeness to rifles and approaches to resolve the matter.
John Putney made a presentation regarding additional ideas for 3rd Street (north
and south of Yakima Avenue) for traffic and pedestrian modification suggestions.

Dick Zais discussed a funding alternative using some of the west Yakima Avenue
project reserves for the construction of four pedestrian crossing projects including
the location at 16 Avenue at the DSHS Building.
A study session regarding the Capital Theatre Improvement initiative was
scheduled for February 26, 2008 from 8:00 a.m. - 9:30 a.m at the Capital
Theatre.
