Subject: North 1st Street Revitalization projects
The North 1St Street Revitalization projects will provide better function and level of service of 1St Street
from Martin Luther King, Jr. Boulevard to SR 12 by: reconstructing the asphalt roadway; reconfiguring the
curve through the intersection of 'I' Street; providing bike lanes; replacing the curb, gutter and sidewalk;
constructing raised median islands; and, installing street and pedestrian lights, trees, irrigation system,
benches and planters. The major purposes for these projects are to improve the function, safety and
appearance of this north entrance into the downtown and to entice future development.
The North 1st Street Revitalization, Phase 1 project includes the stretch of roadway from 'N' Street to SR
12. This project is funded by a Federal Surface Transportation Program (STP) grant. STP grants pay for
a maximum of 86.5% of the project. The total estimated remaining cost to complete this project is
$3,812,000. The amount of the STP grant for construction of the project. is $2,718,000 and the Water
Division will provide $250,000 for the cost to replace the water line. The City will need to provide the
remaining $844,000. It is anticipated that the STP funds will not be available until 2019.
The North 1st Street Revitalization, Phase 2 project includes the stretch of roadway from Martin Luther
King Jr. Boulevard to 'N' Street. The estimated total remaining cost to complete this project is
$10,000,000. This project has received a $1,500,000 Washington State Transportation Improvement
Board (TIB) grant and the Water Division will provide $750,000 for the cost to replace the water line. The
City will need to provide the remaining $7,750,000 or find supplemental grants /funds. The TIB funds are
currently available, and will absolutely be available if we bid the project in 2017. If the project is not bid in
2017, there is a chance that we could lose the TIB funding.

The City is applying for a Fostering Advancement in Shipping and Transportation for the Long -term
Achievement of National Efficiencies (FASTLANE) grant for a combination of Phase 1 and Phase 2. If
successful, the FASTLANE grant could provide approximately $8,287,000 for the project, and the
resultant City portion for Phase 1 and Phase 2 would be approximately $1,307,000.
A recent request was made to consider extending the limits of Phase 1 to 1-1' Street. The purpose of
extending the southern limit of Phase 1 would be to ensure that the 1St Street and 'H' Street intersection
improvements are completed at the time that the East -West Corridor project connects into 1st Street, in
the event that the Phase 2 work is postponed. 'N' Street to 'H' Street accounts for about half the cost of
Phase 2 (approximately $5,000,000). The total cost of the project from 'H' Street to SR 12 would be
about $8,812,000. The revenue that would be available to pay for this modified project would be:
$2,718,000 of STP funds; $625,000 of Water Division funds; and $750,000 of TIB funds. The amount
that the City would need to provide would be $4,718,900.
Combining any portion of Phase 2 with Phase 1 would result in the new project being federal in nature,
and would require NEPA Environmental Documentation to be done for any Phase 2 portion included with
Phase 1.

Dear Fire Department Team,
On March 26, 2016, the Moneytree family experienced the most tragic event in its 33 year history. Two
of our Yakima Team Members, Marta "Marti" Martinez and Karina Morales- Rodriguez, were taken from
their families, friends and co- workers by a senseless act of violence.
There is no life experience that helps people get through a tragedy like this. Instead, one must rely on
loved ones and communities for strength and comfort. We want you to know how much your support
has meant to us during this hard time
Cleaning up a crime scene is a very sad job and not one that anyone wants to do. But it is an important
job. Yakima is a small community and within minutes after the crime tape was removed, Karina's and
Marta's friends, family and our customers came to the Moneytree location to pay their respects. But for
the Yakima Fire Department's earlier efforts to power wash and spray the parking lot, those visitors
would have had a far different and sadder experience.
Thank you so much for your kindness — it has made such a difference to us and we hope you know how
much you mean to us. Thank you also for keeping Karina's and Marta's families in your prayers.
