For Meeting of: April 5, 2016 ITEM TITLE: Status Report on Dangerous and Vacant Buildings Project SUBMITTED BY: Joe Caruso, Code Administration Manager (509) 575 -6257 SUMMARY EXPLANATION: In September 2015, the Code Administration Division conducted a sweep of all compromised and vacant buildings to identify and to address their needs. One hundred twenty one structures have been identified and to date, 88 structures remain on the Dangerous Building list. Attached are two lists and a memo that provide an update on the program's progress to date. The first list includes the address and parcel number of the original 121 structures on the "Vacant and Abandoned Properties list, 2015 ". The second list contains the current, revised list of 88 structures remaining on the "Vacant and Abandoned Structures List ". The "Area" column contains a number "1" through "5" which refers to the Code Enforcement area (not a Council District). Neighborhoods are being cleaned up and the residents are very appreciative of what's being done. In fact, they have more pride in their neighborhood and are doing their part to clean them up. At this meeting, One Hundred Twenty One (121) structures were identified from the original Dangerous Building list for all different reasons. The code compliance officers who took this task of identifying, working with parcel owners, banks and other financial institutions have done an amazing job in managing a complex assignment. They deserve the credit for their efforts and dedication to put pride back in the neighborhoods along with positive reinforcement from the residents. With the recent reduction of Thirty -Five (35) structures from the original 121 structures, the current list is down to Eighty -Eight (88) structures which comprise of the Dangerous Building list. Of the Thirty -Five structures removed from the list, twenty (20) have been sold through the county, Six (6) have been demolished by the owners, Five (5) have permits with re- building taking place, One (1) is occupied and One (1) is a caretaker residence. The win -win for the community and the City Of Yakima is that these vacant structures have been addressed by the property owners without any enforcement from the City Of Yakima. The attractive nuisance structures have been removed. Also, all demolitions to this point have not utilized City Of Yakima dollars but that of the property owners. The blight from these areas has been removed and has placed pride back in the neighborhoods. As Phase One of this plan has been completed with identifying these structures and addressing the obvious violations to be abated, we are moving to Phase Two, which will start demolishing the structures that were identified as Level 1. Demolition and Asbestos contracts have been drawn up and the process will start approximately the first week of April 2016 with bids from contractors. Monies allocated in the 2016 budget will be utilized to remove these compromised structures and lien the cost of abatement to the parcel if the property owner does not remove the structure and the City Of Yakima will have to. This program has been very successful for the City Of Yakima and its residents. Code Compliance officers will move towards the next phase to address the less compromised structures that need attention.
