Yakima City Council present: Rick Ensey, Kathy Coffey, Dave Ettl
County Commissioner present: Mike Leita
City staff: DickZais, Dave Zabell, Michael Morales, Jeff Cutter, Benson
County staff: Vern Redifer, Terry Austin, Steve Erickson
GMA Interlocal Agreement: The Committee began their review of the Interlocal
Agreement. They requested the original working document be prepared for the next
meeting; with strikeouts in red, new text in blue and regular text in black. Also, the
Critical Issues Amendments should be integrated into the Interlocal Agreement as notes
in the corresponding sections.
Section I. Preamble, A. Purpose: It was agreed to move the second, third and fourth
sentences to paragraph B. Background. A global document change from "City of
Yakima" to "the Yakima Urban Growth Area" was suggested. Vern Redifer recounted
four purpose statements referenced in paragraph A. Staff was charged with further
consideration of the purpose statements prior to the next meeting. The word
"incorporation" at the end of sentence three will be stricken.

Section I. B. 2. County -wide Planning Policies (CWPPs): Commissioner Leita asked
Steve Erickson to provide a list of members of the County -wide Planning Policy
Committee. He asked the collective staffs to determine if the information related to
CWPPs belong in this document and if so, be prepared to provide specific language
suggestions. --
Section I. B. 3. Urban Growth Areas: Commissioner Leita recommended adding
"Therefore" to the beginning of the second paragraph, and referred to the language as
setting the framework for incentive and disincentive zones.
Section I. B. 4. Provision of Services within UGAs: No suggested changes.
Section I. B. 5. Use of Interlocal Agreements: There was concurrence that paragraph 5
can be removed from the document.
Section I. B. 6. Other Agreements: This will become paragraph 5. Legal staff will
review the language about the relationships of the various agreements.
• Section II. Agreement A. Parties to Agreement and B. Authority: No suggested
changes.

The next meeting of the Intergovernmental Committee will be Tuesday, July 27,
•
3:30 p.m. The ILA discussion will resume. Prior to the meeting, staffs will work together
to refine the critical issues matrix, confirm the purpose section and the CWPPs section,
and complete other updates to the document as requested.
