Term Limitations: Four Years – 2 term limit
All members shall be appointed by the Yakima city council. The initial commission members
shall serve staggered terms. One -third of the initial total membership shall be appointed for
an eighteen -month term, one -third shall be appointed for a thirty -month term, and one -third
shall be appointed for a forty- two -month term. Thereafter, appointed members shall each
serve a four -year term, with each term ending on June 30th of its termination year. No
member shall serve for more than two four -year terms.
Residency Requirements: Three of the Community Reps must be city residents
Attendance Requirements: If a member is absent without excuse, or without advance
permission of the commission, from three consecutive regular meetings of the commission,
or from twenty -five percent (25 %) of the duly scheduled meetings of the commission within
any calendar year, the membership shall be deemed vacant and shall be filled as any other
vacancy
Requirements: Voting members shall include no less than thirteen and no more than fifteen
members, comprised as follows:
• Two working artists ( "working artist" shall be a person who has had their works of art
exhibited in professional gallery spaces and /or has had their work included in
professionally juried exhibitions or permanent collections)

• Four to six community members, of which at least three shall be residents of the city
of Yakima. The community members shall be from diverse backgrounds and shall
have no vested interest in any particular art or cultural endeavor
• Six persons each of whom represents one of the following six professionally staffed
local arts organizations: the Yakima Symphony Orchestra, the Capitol Theatre, Allied
Arts of Yakima Valley, the Seasons Music Festival, the Larson Gallery, and the
Yakima Valley Museum (If any of the local arts organizations listed in subsection (3)
above fails to present a person qualified to be appointed as the member representing
the interests of such organization on the commission within sixty (60) days after
notification by certified mail, return receipt requested, from the commission that such
vacancy exists, the city council may appoint an additional community member, or
working artist who works in the general field of that local arts organization. Upon
qualification and appointment of such community member or working artist, such
community member or working artist shall serve the full term of the position of
member representing such local arts organization)
• One city council member
Responsibilities: The Yakima Arts Commission shall work to enhance the cultural and aesthetic
quality of life in the City of Yakima by actively pursuing the placement of public art in public
spaces and by actively seeking to expand public access to visual and performing arts.

Residency Requirements: All Advisory Board members must represent business owners and
operators assessed by the DYBID and shall reflect the diversity of population of the city of
Yakima, including its racial, sexual, ethnic, cultural, educational and work force segments as
well as other aspects of the community.
Term Limitations: Three consecutive terms
Attendance Requirements: If a member of the Board does not attend two consecutive regular
meetings, unless excused by vote of the Board, his or her membership shall automatically
terminate and a replacement member shall be elected in accord with the provisions of this
Chapter.
Responsibilities:
The DYBID Advisory Board is created as an advisory body to make recommendations to the city
council on issues affecting the operation of the DYBID formed by city council through Ordinance
2011 -58. The Advisory Board shall provide a direct line of communication between the
assessed participants of the DYBID and the city council and shall generally provide the council
with reports of the sufficiency of the services provided through the District, complaints or
observations from assessed members of the District and requests for consideration of
modifications to the District to meet the intended and expressed goals described in the
ordinance establishing the DYBID.

ELECTION PROCESS FROM THE BYLAWS:
The board shall ask for nominations to fill positions of the member(s) whose terms are set
expire on the 31st of December each year. The board will send notification by electronic
communication or mail, at the Boards discretion, to DYBID members in which the board
member(s) whose terms are set to expire. Candidates who are applying for the board position(s)
must be current in all assessments of the DYBID to be qualified to run for the position.
Ballots shall be distributed to each property and /or business within the DYBID zone. There shall
be one vote per property or business within the district from which a vacancy exists. A simple
majority of votes shall determine the winner. Board members' three year terms shall start on
January 1st of the year after the election and end on December 31st. The board shall elect the
chairperson, vice chair person and secretary at the first meeting of the board at the first meeting
of each year.

meetings shall be grounds for removal.
Responsibilities:
When Council proposes the imposition, increase, or repeal of an exemption from a tax
under RCW Chapter 67.28, such proposal shall be submitted to the Lodging Tax
Advisory Committee for review and comment at least 45 days before final action on the
passage of the proposal by the City Council. The Committee's comments shall include
an analysis of the extent to which the proposal will accommodate activities for tourists
or increase tourism, and the extent to which the proposal will affect long -term stability of
the fund used for paying the costs of tourism promotions, acquisition of tourism - related
facilities, or operation of tourism - related facilities.

knowledge and /or experience in tourism, convention, and /or related business.

business experience, etc. desirable. Must be bondable.
Responsibilities: To govern the affairs of the Public Facilities District
including; approval of changes in the district's bylaws; oversee the general
operation and structure of the district; interface with and advise the Yakima City
Council, City Manager and City Staff on operations of the District; interface with
the hotel /motel owners and other convention and tourism related businesses
within the District. The District was established to lease and operate the Yakima
Convention Center. This allows for a portion of the sales taxes currently
collected and sent to the state to be directed back to the PFD. These funds will
be used to finance the expansion of the Convention Center.
