Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. Approve payment of disbursements for the period January 1, 2016 through January 31, 2016 E. Resolution authorizing an Intergovernmental Cooperative Purchasing Agreement with PEPPM, Central Susquehanna Intermediate Unit and to take such actions as are necessary to register the City of Yakima as a participating public agency with PEPPM F. Resolution authorizing the execution of an Intergovernmetal Cooperative Purchasing Agreement with the City of Kent Fire Department G. Resolution authorizing a third party integrated software agreement with Invoice Cloud and Sage Solutions for Merchant Services payment processing H. Resolution authorizing a contract with Absco Solutions for Yakima Municipal Jail Security Renovation Project as authorized through Washington Learning Source I. Resolution authorizing a Memorandum of Understanding with Eastern Washington Phase I I Permittees to collaborate on the permit requirement concerning Effectiveness Studies 6. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be extended at the discretion of the Mayor and /or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 7. First public input hearing on the 2015 Consolidated Annual Performance Evaluation Report (CAPER) 8. Public hearing and resolution to amend the 2016 through 2021 Six -year Transportation Improvement Program CITY MANAGER REPORTS 9. 2015 Year End Strategic Plan Monitoring Reports 10. Resolution supporting retention of tax exempt Status of Municipal Bonds and authorizing the City Manager to execute a letter of support 11. Resolution authorizing an engineering and consulting services agreement with CDM Smith, Inc. for engineering and consulting services associated with the 2017 Wastewater Facility Plan update and Solids Handling Plan, not to exceed $514,210 12. Resolution declaring intent to lift ban on recreational and medical marijuana production, processing and retailing, and directing the Planning Commission to develop land use regulations pertaining to locations and regulation of such uses 13. Council General Information Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. A Council packet is available for review at the City Clerk's Office and the Library. A packet is also available on -line at www.yakimawa.gov. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings.
