Councilmember Cawley was selected to chair the committee.
Yakima Center Expansion Feasibility Study
John Cooper reported that GVA Kidder Mathews has been tentatively chosen to
conduct the expansion feasibility study for . the Yakima Center. The resolution
authorizing the contract is scheduled to go to the full Council on February 19. GVA
Kidder Mathews is the same firm that did the Center study in 2000 and all parties were
111) very pleased with their work. The study should be completed eight to ten weeks after
the contract is in place. Funding for the study is in the Public Facilities District budget.
The Committee endorsed the contract and recommends approval when it goes to the
full Council on February 19.
Greenway — extension of walkway around Reflection Pond
Al Brown requested permission to use City property to complete a walkway around
Reflection Pond that has been in the planning stage for more than twenty years. Also,
he requested that the City agree to be a co- applicant with the Greenway on the required
SEPA checklist and critical areas application for the project. When the applications are
complete the matter will be discussed at a public hearing in front of the Hearing
Examiner. Following the Hearing Examiner's recommendation, the full City Council will
make the final determination on the project. The project will be completely funded by
the Greenway. The Committee voted to allow the Greenway to proceed with a joint
application.
Grant opportunities for economic development
Dave McFadden reported that SIED funding is available to support the first phase of the
planning process for a prospective development project. He requested that the City
consider a CERB application to support the second phase of the planning process. It
• was agreed that YCDA will put together the SIED application and the City will take the
lead on a CERB application at the appropriate time. All other planning expenses will be
covered by the developer. All parties will work together to scope the project so that 0
everyone is in agreement about which activities are included in each phase and how
each is paid for. YCDA was asked to proceed with the SIED application when the
scope of work is complete. The full Council must pass a Resolution in support of the
CERB application before it can be submitted.
Utility Availability Application
The purpose of the utility availability application is to require verification that wastewater
availability exists before development occurs in the area within the urban growth area
but outside City limits. The Committee asked Bill Cook to determine what the actual
cost of the administrative process will be and to finalize the fee structure. Neil, Rick and
Bill will discuss the application with the CWHBA at a CWHBA intergovernmental
meeting. The Committee determined that the application can go to Council on
February 19 if the issues with the fee structure are complete and the notification to
home builders is accomplished.
