A RESOLUTION authorizing the City Manager to execute a Memorandum of Understanding
between the City of Yakima and the Yakima Police Patrolman's Association
extending the Assigned Police Vehicle (APV) program agreement through
December 31, 2019
WHEREAS, on July 16, 2013, the Yakima City Council approved a Memorandum of
Understanding (MOU) with the Yakima Police Patrolman's Association (YPPA) to implement an
APV program; and
WHEREAS, the APV program was part of the finalization of the 2014-2015 Collective
Bargaining Agreement between the City of Yakima and the YPPA; and
WHEREAS, the City of Yakima financed the implementation of the APV program through
the Washington State Local Option Capital Asset Lending (LOCAL) program, and,
WHEREAS, the term of the LOCAL loan was for 6 years, expiring in 2019, and,
WHEREAS, the terms of the 2014-2015 Collective Bargaining Agreement are set to expire
on December 31, 2015; and
WHEREAS, a Collective Bargaining Agreement has been executed between the City of
Yakima and the YPPA for 2016-2019; and,
WHEREAS, the APV program has demonstrated the expected results stated at the
implementation of the program, to include enhanced police presence in the community, crime
deterrence, improved police response times, improved community relations, supplementation of
the on -duty police force, reduced vehicle unit cost and maintenance expenses, enhanced police
productivity, and greater police morale, and,
WHEREAS, the City wishes to continue the current APV program through the expected
life of the vehicles and financing term, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to extend the
APV agreement with the YPPA through December 31, 2019.

MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF YAKIMA AND
YAKIMA POLICE PATROLMANS ASSOCIATION
This MEMORANDUM OF UNDERSTANDING (MOU) is made and entered into by and between
the Yakima Police Patrolman's Association (YPPA), hereinafter known as the "Association" and
the City of Yakima a Washington Municipal Corporation, herein known as the "City".
The Association and the City mutually agree that the Assigned Police Vehicle (APV) program
implemented as a part of the 2014-2015 collective bargaining process has proven to be
successful It has demonstrated the expected results stated at the implementation of the program,
to include enhanced police presence in the community, crime deterrence, improved police
response times, improved community relations, supplementation of the on -duty police force,
reduced vehicle unit cost and maintenance expenses, enhanced police productivity, and greater
police morale.
The implementation of the APV program was financed through the Washington State Local Option
Capital Asset Lending (LOCAL) program with a term of 6 years, expiring in 2019; however the
