Items listed are considered routine by the City Council and will be enacted by one motion without
discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if
approved, it will be placed on the regular agenda for discussion and consideration.
A. Approval of the minutes from the October 20, November 3 and 17, December 1,
2015 City Council Business meetings; October 27 and November 10, 2015 Council
Study Sessions and October 30 and November 6, 2015 Special Council meeting
B. Resolution announcing Council Business Meeting schedule for 2016
C. Resolution authorizing renewal of an agreement to provide Information Technology
services to the City of Selah
D. Resolution authorizing an agreement between the City of Yakima Municipal Court and
the Yakima County District Court for probation services
E. Resolution authorizing an engineering and consulting services agreement with HDR
Engineering, Inc. for engineering and consulting services associated with the 2017
Water System Plan update, not to exceed $220,555
F. Resolution authorizing a collective bargaining agreement for 2016 -2019 with the
American Federation of State, County and Municipal Employees (AFSCME)
representing the transit bargaining unit
G. Resolution authorizing a Memorandum of Understanding with AFSCME Local 1122
Municipal Employees for reallocation of Class Code 6221 Corrections Officer
H. Ordinance granting a non - exclusive franchise to Noel Communications, Inc., a
Washington corporation, which authorizes Noel Communications, Inc. to occupy City
of Yakima rights -of -way in order to construct, operate, and maintain a
telecommunications system
Ordinance updating Classification and Compensation Plan for City Employees

6. Audience Participation
Community members are invited to address items that are not listed on the regular business meeting
agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as
possible for audience participation. A speaker's time may be a )dended at the discretion of the Mayor
and /or the consensus or vote of the Council. Written communication and e-mail messages are strongly
encouraged.

Board of Directors establishing the terms of repayment of the City's loan for improvements
to the Seasons Music Hall to United Builders of Washington, Inc.

property to be developed by SOZO Sports of Central Washington, in cooperation with the
City, into a premier soccer facility, together with authority to execute documents necessary

A. Council General Information
Any invocation that may be offered before the official start of the Council meeting shall be the
voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs
expressed by the invocation speaker have not been previously reviewed or approved by the
Council, and the Council does not endorse the religious beliefs or views of this, or any other
speaker.
A Council packet is available for review at the City Clerk's Office and the Library. A packet is
also available on -line at www.yakimawa.gov.
The City provides special accommodations, such as hearing devices, wheelchair space or
language interpreters, for City meetings. Anyone needing special assistance please contact
