R-2010-91 A RESOLUTION amending Resolution No. R-2004-16, which had amended the previously established Bicycle/Pedestrian Advisory Committee for the City of Yakima, Washington; removing the support of City staff and City resources from the work activities of the Committee. WHEREAS, the importance of bicyclists and pedestrians in the Yakima area continues to benefit the City of Yakima and its citizens alike; and WHEREAS, pedestrians and the use of bicycles result in less vehicular traffic on roads, less deterioration of streets, less pollution, greater mobility for those without automobiles, including children and important health benefits for all; and WHEREAS, highly visible cyclists, bike/pedestrian route signs and bike/pedestrian paths can enhance the image of Yakima as a friendly, healthy and family- oriented city, for tourists and potential citizens and businesses; and WHEREAS, a Bicycle/Pedestrian Committee can help insure an orderly, safe and convenient integration of bicyclists and pedestrians into the general traffic flow; and WHEREAS, the Yakima City Council established a Bicycle Pedestrian Advisory Committee in 1994 by Resolution No. R-94-37 that has been working toward improving conditions for pedestrians and bicyclists and still has much work to do; and WHEREAS, the Yakima City Council amended the make-up of the Bicycle/Pedestrian Committee in 2004 by Resolution No. R-2004-16; and WHEREAS, due to financial budget constraints and reduced staffing the City of Yakima is no longer able to provide staff and resources to support the activities of the Bicycle/Pedestrian Committee but the Committee desires to continue its important work on behalf of the City on its own and without the assistance of City -provided staff and resource support; Now Therefore, BE IT RESOLVEO BY THE CITY COUNCIL OF THE CITY OF YAKIMA: A Bicycle/Pedestrian Advisory Committee was established by Resolution No. R-94- 37 for the City of Yakima for the following purposes: 1. To aid in the creation and review of a Yakima Bicycle/Pedestrian Master Plan; 2. To seek consensus among staff, committee, affected citizens and neighborhoods or other interested groups on bicycle/pedestrian projects and implementation; 3. To annually establish a list of recommended bicycle/pedestrian priorities to serve as a proposed bicycle/pedestrian budget for the coming year; 1 4. To aid in the review and adoption of preliminary and final plans for creating and financing specific bicycle /pedestrian projects; and 5. To keep the public informed about existing and proposed bicycle/pedestrian projects and encourage citizen participation in identifying problem areas, reviewing existing facilities and planning and implementing new projects and facilities. The total membership of the Bicycle/Pedestrian Committee shall consist of seven citizen Committee members. One of the seven citizen members shall represent the Yakima Greenway Foundation. Except for the Greenway Representative, all Committee members shall be residents of the City of Yakima who are not employees of the City and who are concerned about bicycle/pedestrian projects. All seven citizen members shall be appointed by the City Council. There shall be no support for the Committee from professional staff of the City of Yakima or from City resources. Committee members shall serve without compensation at the pleasure of the City Council or City Manager for indefinite terms. ADOPTED BY THE CITY COUNCIL this 20th day of July, 2010. Also, due to current financial budget constraints and elimination of key positions, the City of Yakima is no longer able to provide staff and resources to support the activities of the Bicycle/Pedestrian Committee. And finally, the extensive Council Committee structure currently in place addresses many of the issues the Bicycle/Pedestrian Committee has historically been tasked by Council to consider. 0 Attached for Council consideration is a resolution altering the operation of the Bicycle/Pedstrian Committee by removing support staff and resources from the work activities of the Bicycle/Pedestrian Committee and allowing members of the Committee to serve without compensation at the pleasure of the City Council or City Manager for indefinite terms. The members of the Bicycle/Pedestrian Committee desire to continue the important work to enhance the image of Yakima as a. friendly, healthy and family-oriented city. The Bicycle/Pedestrian Committee would encourage citizen participation and will work toward improving conditions for pedestrians and bicyclists.
