Final Contract Payment for Capitol Hill Irrigation System Improvements City Project No.: IR2257 (Standard Motion V -B — Accept the project • and approve the final payment) SUBMITTED BY: Dave Brown — Water /Irrigation Manager Mike Shane - Water /Irrigation Engineer CONTACT PERSON/TELEPHONE: Dave Brown — Water /Irrigation Manager 509- 575 -6204 SUMMARY EXPLANATION: This project replaced approximately 14,000 linear feet of irrigation main with new 2 ", 3 ", 4 ", 6" and 12" PVC and HDPE irrigation pipe, installed 314 new service connections, and various valves and appurtenances. The project replaced the existing irrigation main and services in the neighborhoods between South 12 Avenue and South 18 Avenue, from Summitview Avenue to McClaren Street. 0 Granite Northwest Inc. has filed a claim against the contractor's bond for payment of monies . owed for materials and workmanship on the project. The City is aware of the claim and shall follow required procedures to meet its statutory obligations. There is no reason to postpone the acceptance of the project as a result of this claim.. Final inspection for this project was made and the recommendation is that the project be accepted. _ This Council action is to accept the project and approve the final construction costs. REVISED Letter of Final Progress Estimate and Project Acceptance Dear Mr. Shane: . Enclosed is Progress Estimate No. 8 designated as the Final for work performed by TTC Construction, LLC, through June 3, 2010, in connection with their contract on the above referenced project. The amount due the Contractor of $0.00 is net after retainage, as per the ill contract documents. We recommend this Final Progress Estimate be considered and accepted by the Yakima City Council. This revised letter also serves as our recommendation for acceptance of this project by the City of Yakima. We have reviewed the work performed by TTC Construction,, LLC on this project and believe it has been completed satisfactorily. Please provide us a copy of the Council resolution authorizing project acceptance. . Enclosed for your action is the "Notice of Completion of Public Works Contract" to be completed and sent to the'Department of Revenue in Olympia. Forward three (3) copies of the Notice of Completion to the Department of Revenue as soon as the Yakima City Council has accepted . the project. A separate Notice of,Completion,•as required by the Washington State Department of Labor and Industries is attached for your action. Forward one (1) copy of this Notice of Completion to the Department of Labor and Industries as soon as the Yakima City Council has accepted the project. • • The retainage on this project in the amount of $44,770.70 should be released to TTC Construc- tion, LLC, after acceptance of the project and when the following conditions have been satisfied: 1. There are no liens or claims for labor and materials furnished on this project filed . against the retainage or bond. • 2. A full sixty (60) days have elapsed since the official acceptance of this project by the City of Yakima. S 3. The City has received Notice of Completion clearance from the Department of Revenue, the Unemployment Security Department, and the Department of Labor and Industry relative to this contract. Please provide a copy of each to our office. The City has received the following from Huibregtse, Louman Associates, Inc. (HLA): • a. HLA has confirmed that all punch list items identified during the final walk - through inspection have been completed. b. HLA has delivered two neatly marked 11 X 17 sets of record drawings and one 11 X17 set of Inspector As -Built drawings to the City of Yakima on May 11,2010. c. A notarized certificate from the Contractor which states that'all labor and materials furnished on this project have been paid for will be sent to the City upon its arrival from the Contractor. d. The required project labor and equal employment opportunity documents were sent to the City on June 10, 2010.
