ITEM TITLE: The Yakima Development Annexation Initiation

SUMMARY EXPLANATION:
The City of Yakima has received from Zoel Morin, a Notice of Intent to Commence Annexation
for his property located in the vicinity of S 88 Avenue. This requested annexation consists of
approximately 24.14 acres of vacant land with a current assessed value of $484,400. As a
single owner property this notice accounts for 100 percent of the area's assessed value.
Following the Washington Heights Annexation, the city council assigned annexation policy to
the Intergovernmental Committee for review and possible modification. In the meantime, staff
cannot deny the right of a property owner to petition for annexation, and the City Council is
required to to act upon this request, either through approval or denial.
Staff recommends denial of the proposed annexation due to the lack of information regarding
the type and density of future development, which, is necessary to complete an analysis of the
city's ability to serve the area.

STAFF RECOMMENDATION: Staff recommends the denial of this annexation request until
such time as our ability to provide this area with all necessary services is assured.
BOARD RECOMMENDATION: This annexation request has not been reviewed by a city
council committee.
• COUNCIL ACTION:
If the council wishes to approve the petition, it will require the City's Standard Motions A & B as
they pertain to annexations.
Standard Motion "A" reads as follows: "I move that today, July 20, 2010 be set as the time of a
meeting with the initiating parties who have signed a Notice of Intent to Commence Annexation
Proceedings, the initiating parties being as follows:

Standard Motion "B" reads as follows: "I move that the annexation proposed by the above
parties be accepted by the City of Yakima, that the area to be annexed be required to assume
its share of the City's existing indebtedness, and that a Notice of Intent to Annex be filed with
the Yakima County Boundary Review Board."

NOTICE OF INTENTION TO COMMENCE ANNEXATION PROCEEDINGS

and hereby notifies the City Council of the City of Yakima that they intend to
commence annexation proceedings to have the above referenced real property
annexed to the City of Yakima. That the above named, owner(s) of the property
for which annexation will be petitioned, respectfully request the City council to
meet with its officers within 60 days to determine whether the City will accept the
proposed annexation.
This page is one of a number of identical pages forming one notice intended by
the signers of this document to be presented and considered as one notice and
may be filed with other pages containing additional signatures which
cumulatively may be considered as a single notice.
