AO • FOR MEETING OF: July 20, 2010 ITEM TITLE: The Yakima Development Annexation Initiation SUBMITTED BY: Michael A. Morales, Director of Community Economic Development CONTACT PERSON / TELEPHONE: Bruce Benson, Supervising Planner, 575 -6042 SUMMARY EXPLANATION: The City of Yakima has received from Zoel Morin, a Notice of Intent to Commence Annexation for his property located in the vicinity of S 88 Avenue. This requested annexation consists of approximately 24.14 acres of vacant land with a current assessed value of $484,400. As a single owner property this notice accounts for 100 percent of the area's assessed value. Following the Washington Heights Annexation, the city council assigned annexation policy to the Intergovernmental Committee for review and possible modification. In the meantime, staff cannot deny the right of a property owner to petition for annexation, and the City Council is required to to act upon this request, either through approval or denial. Staff recommends denial of the proposed annexation due to the lack of information regarding the type and density of future development, which, is necessary to complete an analysis of the city's ability to serve the area. BOARD RECOMMENDATION: This annexation request has not been reviewed by a city council committee. • COUNCIL ACTION: If the council wishes to approve the petition, it will require the City's Standard Motions A & B as they pertain to annexations.
