SUBJECT: May and June 2010 Emphasis Patrols
During the Month of May, Gang Emphasis efforts concentrated on following gang activity
throughout the City whenever and wherever it occurred, rather than focusing on any specific
geographical area: Emphasis Officers worked under the direction of the Gang Enforcement
Team and Pro - Active Team supervisors in order to coordinate efforts with those units.
Throughout the course of the month Emphasis Officers achieved twenty -eight (28)
misdemeanor arrests, eight (8) felony arrests and served ten arrest warrants, primarily on
gang members or associates. Additionally, forty -eight (48) field interview cards were
0 prepared, documenting contacts with gang members and /or associates and eight (8) guns
were recovered.
Preliminary numbers indicate the impact on overall crime across the City was significant in
the face of trends during the preceding quarter. Available data indicates that when compared
with the same months one year earlier, Part I Crime increased .5% in February, 15.8% in
March and 9.4% in the month of April. In contrast, in May crime fell by roughly 11.1 %.
The ongoing Gang Emphasis projects in the month of June were focused on specific
. geographical areas where gang activity has been heavy. Two of the target areas, located
. • inside Districts 4 and 7, were funded by a federal grant. The third target area, which was
located in District 1, was funded by the City of Yakima. Emphasis Officers were now
assigned their own supervisors and their actions were carried out independently of the Gang
Enforcement Team and the Pro - Active Team, leaving those units free to address gang
incidents outside the target areas if necessary.

In June, Emphasis Officers achieved twenty -six (26) felony arrests, including eight (8) for .
current crimes and eighteen (18) for felony warrants. An additional thirty -one (31) non-
traffic related misdemeanor arrests were made for twenty -one (21) current offenses, together
with ten (10) warrants. One- hundred- twenty -eight traffic stops were conducted, resulting in
six (6) DUI arrests, seventy -five (75) citations and eighty -one (81) warnings being issued.
• Forty -seven (47) field interviews cards documenting contacts with gang members and
associates were also turned in. Additionally, Code Administration Enforcement Officers
0 participated in the patrols, addressing multiple code violations at gang locations.
The effect on Part I Crime citywide appears to have been even more significant than the '
previous month. Preliminary data shows that such crimes fell by around 25.4% when
compared with June of 2009. '
A review of calls for service and Part I Crimes conducted by Crime and Intelligence Analyst
Cesar Abreu for the period of April through June indicates that there has been a significant
decline in calls for service corresponding with the falling crime rates.

SUBJECT: Information pertaining Gang Emphasis Area.
The following information has been prepared for your use at the upcoming City Council
meeting. A total of 311 Calls for Service (CFS) were recorded for the month of May 2010
for the selected area of emphasis versus 232 for the month of June 2010. This signifies a
difference of -79 CFS or a reduction of 25.40% CFS for the indicated period. As far as Part I
cases, there were 93 in April 2010, 70 in May 2010 and 45 during June 2010. This signifies
that as a result of the emphasis, there was a reduction of 36% Part I crimes for the emphasis
area in comparison to the previous month.
The data in this report is based on accumulated to -date informat Therefore, the number of
violations recorded may change due to late reporting, reclassification, unfounded incidents as
well as data entry within the Yakima Police Department as the RMS is constantly being
updated and there is a current backlog of data entry. Additionally, the data being examined is
collated from different sources to include the current Records Management System (RMS);
the monthly report prepared for the Chief of Police, Crime View version 3x as well as
ATAC.
As far as cumulative Part I cases, there was a significant reduction in the total numbers
collected. Altogether, Part I offenses include violent crimes of murder and non- negligent
manslaughter, forcible rape, robbery, and aggravated assault and the property crimes of
burglary, larceny -theft, motor vehicle theft, and arson. See allied documents for details.
There were 93 Part I Crimes in April, 70.in May and 45 during June 2010 or a reduction of
36% of all Part I Crimes.

The data for the three separate emphasis area disclosed the following statistical information:
listed as report area one (Police Area one) there were 171 calls for service (CFS) during May
2010 versus 121 CFS during June 2010; a difference of -50 CFS or a decrease of 29 %; area
two or Police District six depicted 64 CFS for the month of May 2010 versus 48 CFS for the
month of June 2010; a declination of -16 CFS or 25 %. Lastly, area three or Police District
four disclosed 76 CFS during the month of May 2010 vs. 63 CFS for the month of June
2010; a difference of -13 or 17 %. Overall, there was a cumulative difference of -79 CFS or
25.40 %. .
