The restructuring will allow ONDS to serve more families in all of the programs. The Committee asked Mr. Matthews to prepare the policies for full Council consideration, and recommended Council approval of all three. Annual Action Plan Public Meeting Process: Mr. Matthews and Michael Morales reported on the public process requirements of the HUD Annual Action Plan. It was agreed that holding the public meetings in conjunction with the .Committee meetings has been successful. Archie will schedule the public meetings. Following the public comment period, Council will hold a public hearing and adopt the plan. Neighborhood Cleanups: Mr. Matthews reported on the very successful Kiwanis -Fair S Avenue and 5 Avenue cleanups. The activities involved thousands of volunteer hours and the disposal of tons of garbage, scrap metal, tires and appliances. The cleanups were done in conjunction with the Committee's direction to coordinate neighborhood projects with the local Season of Service activities and the ONDS repair waiting lists. Several projects from the ONDS waiting lists were accomplished also. The next cleanup is scheduled for August 21 It will be in the north central neighborhood, covering 5 Avenue to 16 Avenue, from Lincoln Avenue to Fruitvale Boulevard. Other Business: Bill Cook from OIC presented a letter of request for a proposal to establish a revolving construction loan fund for the purpose of funding construction of new single family homes on lots provided or approved by the City. The fund would be a mix of City HOME CHDO funds and OIC funds. The homes would be built for low to moderate income home buyers. Mr. Matthews noted that the City has a deadline of December 2011 to show substantial activity on all NSP projects, and that the OIC partnership would really help. The Committee forwarded the OIC proposal to the full Council with a recommendation to approve. • The HUD Seattle office will conduct a monitoring visit July 28 -30..
