SUMMARY EXPLANATION: •
The attached memorandum sent by way of the Council Downtown Futures Initiatives Sub-
committee describes the proposal by staff for funding pedestrian crossing signals in the
vicinity of the intersections of 1 Street and 'N' Street and 16 Avenue and Hathaway. A
presentation was made to the Council Downtown Futures Initiatives Sub - committee on
February 27, 2008, and they recommended bringing it to the full Council for approval. The
proposal suggests that we reallocate $350,000 of the savings from Phases 1 and 2 of the
Downtown Yakima Futures Initiative (DYFI) project to two other projects located in the
downtown that were approved in the 2008 street improvement bond. Funding a portion of the
0 3 Avenue Grind and Overlay (from Chestnut to Spruce) and the MLK and 4 Street
pedestrian crossing with a portion of the savings provides funding from the 2008 bond for the
design and construction of pedestrian crossing signals in the vicinity of the intersections of 1st
Street and 'N' Street and 16 Avenue and Hathaway. There would still remain $587,000 in
savings to augment the funding of phase 3 of the DYFI to $1,587,000.

Pedestrian Crossing Signal Needs
Background
A member of the community, Tony Courcy, who resides at 921 N. 16th
Avenue, has attended most of the council meetings for the past year with
the request that a pedestrian signal be installed at 16th Avenue and
Hathaway. City Council has directed staff to explore all potential funding
possibilities to meet this request. Recognizing that pedestrian safety is
important to the community and council, staff recommended and Council
approved a bond for 2008 that included funding for the construction of
pedestrian crossing signals at the two most critical locations. These
locations are the intersection of 16th Avenue and Bonnie Doone and the
intersection of Martin Luther King, Jr. Boulevard and 4th Street.
In looking for a funding source to construct a pedestrian crossing signal at
16th Avenue and Hathaway, it has been determined that approximately
$937,000 of bond dollars have been saved in the first two phases of the
Yakima Downtown Futures Initiative (YDFI) project. Also, two of the
projects included in the approved bond for 2008 are located in the
downtown area - the MLK Boulevard and 4t Street Pedestrian Crossing
Signal ($150,000) and the 3 Avenue Grind and Overlay from Chestnut
Avenue to Spruce Street ($200,000). Staff proposes that a portion of the
savings of the YDFI project be used to construct the MLK Boulevard and 4th
Street Pedestrian Crossing Signal and the 3 Avenue Grind and Overlay
from Chestnut Avenue to Spruce Street. These two projects could then be
removed from the bond and replaced by a pedestrian crossing signal at 1St
Street and `N' Street ($150,000) and a pedestrian crossing signal at 16th
Avenue and Hathaway ($200,000). These two areas, respectively, represent
the third and fourth ranked areas throughout the City where pedestrian
crosswalk signals are warranted.
® The cost to design and construct the pedestrian crossing signal at 16th
Avenue and Hathaway is estimated to be $250,000. The City has a
pending request into Department of Social and Health Services (DSHS) to
contribute $100,000 for the construction of this signal. We received a
call from Stan Marshburn regarding this request yesterday. His
comments were, "I don't have anything to report -- we are focused on the
legislative session and supplemental budget and have not done any leg
work on the issue you were inquiring about and probably won't until the
end of the session -- approx. 3 weeks ". At least $50,000 is required to
fully fund the pedestrian crossing signal at this location.
If Council elects to reallocate $350,000 of the cost savings from phase 1
and 2 of the YDFI, there would remain $587,000 in cost savings to be used
in the third phase on the Yakima Downtown Futures Initiative, bringing the
total funding for phase 3 to $1,587,000.
The attached chart details the reallocation of funds proposed by staff. No
appropriations are necessary with the funding realignments at this time.
An allocation will need to be made when the City receives money from
DSHS.
Recommendations
Staff recommends the following:
1. Reallocate YDFI Phase 1 and 2 project savings in the amount of •
$350,000 of the $937,000 to fund the 3 Avenue grind and overlay
from Chestnut to Spruce ($200,000) and the MLK and 4th Street
pedestrian crossing signal ($150,000).
2. Reallocate funds from the 2008 General Obligation bond of $350,000
to fund the pedestrian crossing signals at 4th Street and `N' Street
($150,000) and 16th Avenue and Hathaway ($200,000) in accordance
with their rankings for need.
3. Subject to approval, the additional two pedestrian crossings would be
designed and constructed this year.
