ITEM TITLE: Consideration of legislation regarding the second annual Washington State Law
Enforcement Technology Conference
A. A resolution authorizing the City Manager to execute contracts for the technology conference; and
B. An Ordinance Amending the 2008 Budget and Making Appropriations in the 000 - General Fund,
Finance Department

SUMMARY EXPLANATION:
In 2007 the Information Systems Division, in conjunction with the Police Department, sponsored a
statewide law enforcement technology users conference. This conference brought several law
enforcement agencies together to discuss the challenges of providing technology solutions to law
0 enforcement - particularly in the mobile environment - and to share solutions and new ideas. The
conference was very successful. As a result, the participants decided that the conference should
become an annual event.
For 2008, a much larger conference is planned. The conference will be the second annual Washington
State Law Enforcement Technology Conference and is scheduled for September 23, 2008 in Yakima.
Law enforcement technology vendors have agreed to sponsor the event. The attached appropriation
ordinance provides a funding source for the conference. All funds expended for this will be reimbursed
through vendor sponsorships.

COUNCIL ACTION:
RESOLUTION NO. R -2008
A RESOLUTION authorizing the City Manager for the City of Yakima to
sign contracts necessary for the City of Yakima to sponsor the second
annual Washington State Law Enforcement Technology Conference.
WHEREAS, The City of Yakima is sponsoring the second annual
Washington State Law Enforcement Technology Conference on
September 23, 2008; and
WHEREAS, The conference will require rental of conference room
space and other facilities, and
WHEREAS, Law enforcement technology vendors will reimburse -
the City of Yakima for expenditures related to this conference,.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF YAKIMA:
The City Manager for the City (or designee) is hereby authorized to
• sign contracts necessary for the City of Yakima to sponsor the second
annual Washington State Law Enforcement Technology Conference..

• ORDINANCE NO. 2008
AN ORDINANCE amending the 2008 budget for the City of Yakima; and making
appropriations of $10,000 within the 000 - General Fund for
expenditure during 2008 to provide for the second annual
Washington State Law Enforcement Technology Conference.
WHEREAS, the amount of $10,000 must be appropriated within the 000 -
General Fund for expenditure during 2008 to provide for the second annual Washington
State Law Enforcement Technology Conference, and
WHEREAS, the expenditures will be funded through charges to public safety
technology vendors sponsoring the conference, and
WHEREAS, at the time of the adoption of the 2008 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would . be required; and the City Council declares that an emergency exists of the type
contemplated by RCW 35.33.091 and that it is in the best interests of the City to make
the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1: The amount of $10,000 is hereby appropriated from the
• Unappropriated Fund Balance in the 000 - General Fund to the following accounts as a
2008 appropriation:

Data Processing Charge - 000 - 000 -631- 0000 - 314.80 -DPC — $10,000
Expenditures:
Information Systems Miscellaneous— 000 - 052 -631- 0000 - 518.80 -491 — $10,000
Section 2: This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the
City Charter.
