Update on Yakima Resources Property
A $25,000 planning grant has been requested through SIED. Also, the City is preparing a
LIFT funding application that is due in June, and would be awarded in September. LIFT
funds may be used for infrastructure. The LIFT application will require at least one public
hearing and a study session can be arranged at the Council's request. The property owners
and developers are working with DOT regarding freeway access. The review of
environmental issues continues. The Committee requested that this matter be kept on their
agenda for the next several months.
Request for support from JH Productions
Liz Boltz of JH Productions gave a short history of the production of the Jackson Horn
television show. The show is filmed and produced in Yakima. Mountain Broadcasting has
• placed a tentative order for twenty -six episodes to be aired in 2009. JH is attempting to raise
$250,000 in the form of donations, grants, and /or low interest loans in order to produce a
quality pilot episode for Mountain Broadcasting. They are already working with CDY, New
Vision, and the Greater Yakima Chamber of Commerce, The Committee suggested they
contact John Cooper at the Visitor and Convention Bureau also.
Utility Availability Application
The purpose of the utility availability application is to require verification that wastewater
availability exists before development occurs in the area within the urban growth area but
outside City limits. In February, the Committee asked Bill Cook to finalize the fee structure
and to discuss the application with the CWHBA/Joe Walsh.
Bill Cook and Joe Walsh met to discuss the application. The matter was also discussed at
the March 3 Council Intergovernmental Committee meeting. The application was edited by
Bill Cook and Doug Mayo, and the application fee was eliminated.
At the March 5 meeting of the Council Economic 'Development Committee meeting, Joe
Walsh emphasized that he believes the application can be further simplified to the point that
its only purpose is "to tell the City what the developer wants to do." Dave Zabell pointed out
that this kind of long -term planning will benefit rate payers of the utility over time.and said that
the application serves the purpose of inviting a dialog with developers in the beginningsstages
of their projects. The Committee asked that Bill Cook and Joe Walsh continue .to ,about
the application and to bring it back to the Economic Development Committee before it issent
to the full Council.
0 At the April 2 meeting, staff reiterated that the application will provide for an early
conversation with developers and will assist in long -term planning. The Committee •requested
