Issues requiring common intergovernmental policy direction
The three main items of discussion were Crown Pointe, the Interlocal Agreement (ILA)
between the City and County, dated 11/13/2000, and the February 2008 proposed
Memorandum of Agreement (MOA).
Commissioner Leita noted that the ILA addresses what happens before annexation occurs,
not what happens when annexation occurs. He also stated that it can be amended.
Discussion ensued about the processes the Committee could pursue to renegotiate the
ILA or the MOA, including the potential role of legal staff and /or outside counsel.
0 The Committee discussed the differences between the City's and County's funding
streams for road construction. Dick Zais and Bill Cook answered questions about the
City's annexation process.
In the matter of Crown Pointe, both parties are waiting for the Hearing Examiner's
response to the City's request for reconsideration of the SEPA appeal. Commissioner
Leita reiterated that he is dedicated to bringing focus to the matter of development
standards.
The next meeting of the Committee is scheduled for April 7, 2008. The Committee
requested a regular monthly meeting day and time.
Prior to the April 7 meeting, it would be helpful if everyone would review the Interlocal
Agreement. The document will be included with the April 7 Committee agenda.
