April 23, 2008 Meeting

Chairman Norm Johnson commenced the committee meeting by inviting Brett Sheffield
to discuss the Phase 2 project status. Brett reported that the project was complete, not
withstanding some repairs that the contractor had committed to include, but not limited
to, irrigation fixes, trip, hazards, and installation of tree grates.
Bob Desgrosellier then spoke on Phase 3 design concepts. Bob went through the
preliminary design concepts and blue print explained design themes and took questions
and comments from Council members.
Chris Waarvick then discussed some repairs that had to be made for the street lighting
on No. 1st Street area.
Councilmember Kathy Coffey requested that we keep the Council informed with these
improvements as they happen so these repairs can be communicated quickly to the
individuals in the areas. Councilmember Kathy Coffey also reported that Joe Caruso
from Codes had reviewed with them code programs and efforts to improve appearance
of No. 1st Street.
The next topic of business was discussed by City Manager Dick Zais. The new PBIA,
according to Sean Hawkins, has approximately 49% of assessed value in written
approval form. Dick deferred to Jeff Cutter from the Legal Department to discuss a
i ;. slight conflict of language within RCW 35.87 between the percentages necessary to
initiate and form a PBIA. The Committee moved to bring to the full Council the
enabling legislation when the assessed value in the affirmative reaches 57 %. This
would come with the Committee's "Do Pass" recommendation.
Chairman Johnson briefly discussed his thoughts on a dedication of the work on
Yakima Avenue as embodied in the plaque now situated on the Lund Building on
Yakima Avenue. He wished that Senator Alex Deccio and Senators Hagen and Prentice
be invited. It was hoped that Governor Gregoire would be available because of the
AWC Convention timing.
Councilmember Kathy Coffey also added that she would like some thought given to
recognition of Lenore Lambert for her prepatory work in developing the North Front
Street Historic District and winery theme.
Other Business
The City Manager briefly discussed the pedestrian crossing funding mechanism-
funding alternative and that he expected an answer from DSHS concerning their
monetary preparation.
Bob Degrosellier requested that this Committee endorse the modifications to North 3rd

Street that he discussed earlier. The Committee did so.
And finally, Chairman Johnson noted that the next meeting would need to be held on
site at the Naches Parkway to physically see what some of the improvements would be
and where they would go.
The meeting then adjourned.
