CONTACT PERSON/TELEPHONE: Joan Davenport, 576 -6417 (1 0 *SUMMARY EXPLANATION: This review of the posted speed limits on Arterial Streets is an implementation measure from the Yakima Urban Area Transportation Plan 2025. Item "a" includes a summary of the findings of the technical study and recommendations for changes to the posted speed limit on various streets. In addition, a number of Arterial streets have been annexed into the City of Yakima that need to included in the Municipal Code. The public review of these recommendations began in February of 2008. Item "b" includes an ordinance to amend the speed limit regulations of the Yakima Municipal Code as recommended and outlined in the report. BOARD /COMMISSION RECOMMENDATION: This action was recommended by the members of the City Council Transportation and Transit Committee COUNCIL ACTION: • Arterial Speed Limit Study and Recommended Speed Limit Changes Submitted by: Chris Waarvick, Director of Public Works Joan Davenport, Supervising Traffic Engineer Council Meeting of June 10, 2008 Background Speed limits are established as a means to balance traffic safety and efficiency. Washington State law requires the speed limit for streets within cities to be 25 miles per hour unless posted otherwise. Local governments may alter the speed limit on Arterial Streets after traffic and engineering analysis (RCW 46.61.415). Federal Standards (Manual on Uniform Traffic Control Devices, MUTCD) recommend review of Arterial street speed limits every five years. The City of Yakima has not conducted a comprehensive speed limit study since 1981 although some adjustments for individual streets have been made. The Yakima Municipal Code 9.50.370 governs speed limits. General Findings from Nationwide Speed Limit Studies A number of studies have been conducted over the years to determine the effect of changing speed limits and driver behavior. In general, these studies conclude the following basic principals. 1. In general, motorists do not alter travel speeds to conform to the posted speed • limit, they drive the speed perceived to be a reasonable given the traffic and road conditions. This is the basic concept of the "prevailing speed" for a street. 2. Posting a lower speed limit does not decrease speeding nor does it reduce accidents. 3. Posting a higher speed limit does not create a corresponding increase in speeds. Data Collection The Traffic Engineering division collects information on the volume and speed of traffic for all Arterial Streets, on a three -year rotation. The City of Yakima uses a round pneumatic road tube traffic counter system. This methodology is reported to be comparable to data collected using radar equipment and is the least conspicuous method of collecting data, thereby yielding a good representation of existing conditions. The field data is downloaded to a computer program that calculates various measures of travel speed as well as volume of traffic. • Determining Appropriate Speed Limits The 85 Percentile Speed is most often used in describing "prevailing" speed of existing traffic. This measure identifies the speed that 85 percent of all vehicles are traveling at or below. For evaluation purposes, the 85 Percentile Speed is compared to the posted speed limit. If there is more than a 7 -mile per hour difference, the speed limit and conditions for those street segments are reviewed. Factors in the review include: • Prevailing speed of existing traffic • Accident history Final Report to City Council on Speed Limit Study June 10, 2008 Page 1 of 5 • Traffic control • Physical features of the roadway • Land use, driveways and presence of pedestrians Once established, the speed limit should be continuous and consistent, with changes in the speed only at logical or obvious changes in conditions. The speed limit must be enforceable. Public Works staff worked closed with the Yakima Police Patrol staff in preparing these recommendations. Public Comments The draft changes to the Speed Limit Ordinance (Yakima Municipal Code 9. 50.370) were presented to the City Council Transportation and Transit Committee on February 20, 2008, the Bicycle and Pedestrian Advisory Committee on March 14, 2008 and a Work session of the full City Council on April 8, 2008. A Press Release was issued by the City on April 15, 2008 and a number of media stories reported on the study which may result in changes to posted speed limits. In addition, an open house was conducted at City Hall on April 17 to provide additional opportunity for comment. The following comments were received from citizens regarding proposed changes in the posted speed limits on Arterial Streets. 1. Doug Jenkins — opposes raising any speed limits in general within the City of Yakima. 2. Jan Baldomino, Folsom Ave — opposes raising any speed limits without more police enforcement. 3. Susan Maza, 14000 Marble Road — Opposes increasing speed limits (submitted letter) 4. Wilma Koski, 21 N 94 Place — submitted letter, summarized as follows • Leave 35 MPH speed limit on 1 Street, Nob Hill, 16 Ave and 40 Ave; • Increase Washington Ave between 24 Ave to 40 Ave to 40 MPH • Increase Washington Ave between 40 Ave to 64 Ave to 45 MPH • Tieton Drive and Summitview west of 72 Ave should be 40 MPH • Various other suggestions including the need for center turn lanes and access restrictions on busy'arterial streets 5. Jim Milton, 11605 Occidental Ave - Suggests that Occidental Ave should be raised to 45 MPH and Washington Avenue should be 45 MPH 6. Edward Lisowski, 2705 W Nob Hill Blvd — Concerned that raising speed limit on Nob Hill Boulevard between 24 and 40 Avenues will create safety problems for pedestrians crossing Nob Hill Boulevard. 7. Victoria Yockey, 4709 W Lincoln Ave — Requests reduced speed limit on Lincoln Avenue between 42 Ave and Bitterroot Way, adjacent to Gilbert Park. She suggested 20 MPH but would be satisfied with a 25 MPH speed limit. 8. Brian Seer and other citizens contacted staff — concern that the newly reconstructed River Road between 16 Avenue and Fruitvale Boulevard should be posted higher than 25 MPH. [* *The speed study data indicated an average 85' Percentile Speed of 36 MPH. Speed limit signing must conform to the latest version of the Manual on Uniform Traffic Control Devices (MUTCD) with respect to color, minimum size and height, reflectivity and content. The following general policies are required by the State of Washington and the MUTCD. • Speed limit signs shall be placed at points of change from one speed limit to another. • Each arterial street entrance into the city should be signed for speed limit and the general speed limit (25 miles per hour unless posted otherwise). • Spacing of speed limit signs along arterial streets should not be less than 2500 feet and should be within 500 feet of another arterial street intersection. • A. REDUCED SPEED AHEAD advisory sign is generally not recommended in Urban Areas where speeds are generally low and changes frequently. However, if the speed limit is 40 MPH or higher, the REDUCED SPEED AHEAD sign and a plaque showing new speed may be placed in advance of the change in speed limit. At the Council work session on April 8, 2008 two suggestions for signing were offered by Council members. Suggestion #1: Use the "Oregon Style" speed limit signs because they have larger numerals (installed on Englewood Avenue). Staff Recommendation: The speed limit signs referred to as the "Oregon Style" are 24 inches by 36 inches and not a standards sign plate size used in Yakima. The standard speed limit sign in Yakima and within Washington State is 24 inches by 30 inches. Staff is interested in uniformity of signs throughout the City of Yakima and cost - efficiency. For these reasons, staff respectfully recommends new signs installed with these speed limit changes be consistent with the 24 by 30 inch standard. Suggestion #2: Install REDUCED SPEED AHEAD signs. Staff Recommendation: As noted above, these signs are generally not used in urban areas with speed limits less than 40 miles per hour and are reserved for high speed locations. However, there are several corridors (portions of Washington Avenue, Ahtanum, Tieton and 64 Avenue) where the speed limit is recommended to be 40 miles per hour and this warning sign will be installed near the transition point to a lower speed in this circumstance. Implementation of Recommended Changes Staff respectfully recommends the following actions by City Council. Review the list of recommended speed limit changes and amendments to Yakima Municipal Code 9.50.370 included in this report. Direct any modifications to the staff recommendations. 1. A draft ordinance amending Yakima Municipal Code 9.50.370 is included as "Item B" of this City Council Agenda Item. The Ordinance can be adopted in total or modified as directed by Council. Final Report to City Council on Speed Limit Study June 10, 2008 Page 4 of 5 2. The cost to replace speed limit signs included in this ordinance is estimated to be approximately $14,000. An allocation (possibly from REET2) may be necessary to support this project, as it was not budgeted in the 2008 supply lines. 3. Staff requests longer than the normal 30 days to implement the signing for this ordinance change. The draft ordinance indicates 90 days for the effective date. 4. For the first time in over 30 years a comprehensive review of speed limits was conducted, resulting in the recommendations for adjusting the posted speed limit on some of the major arterial streets. Many changes to the city limits as well as traffic patterns and volumes have occurred. The Yakima Municipal Code 9.50.370 needed to be updated to include streets that have been annexed into the city. Factors in the review include prevailing speed of existing traffic; congestion, accident history; traffic control; physical features of the roadway; land use, driveways and presence of pedestrians. Once established, the speed limit should be continuous and consistent, with changes in the speed only at logical or obvious changes in conditions. • Speed Limits must be consistent, realistic and enforceable. The patrol supervisors of the Yakima Police Department reviewed preliminary results of the speed limit analysis regarding enforceability and field experience. I feel they are adequate and should not be increased. There are several reasons for this: - 1. Most arterials have homes very close to or lining one or both sides. 2. Most arterials do not have center turn lanes 3. Some arterials have very narrow lanes 4. Many arterials do not have sidewalks on both sides 5. Schools are on these arterials that accommodate children walking and driving to /from school. 6. I like the slower pace of Yakima compared to larger cities like Seattle where I spent my first 45 years of life. There is a more peaceful ambiance this mid- size town has. That is one reason I like Yakima and came to live here. 7. I like to ride my bike into and around town. The streets are safer at slower speeds. We all know that speeders will always increase the driving speed if they feel they can get away with it. If we increase the speed limits those who tend to speed will push the new limit as well, making the street more unsafe. If speeders feel they are being unfairly picked on then they should read the signs and abide by they law. If someone speeds then they should get a ticket. This is a public safety issue and more. Currently, we have higher insurance rates (much higher than Seattle, I know) partially due to the results of speeders. Let's not encourage speeders, the accidents they cause and increased insurance rates. Do not feel pressure from speeders to increase the speed limits. When the streets become congested, one simply drives slower due to the amount of traffic. To lower these limits would be a disservice to those who drive these streets during times they are not congested. Speed limits on some other streets need to be raised in order to move traffic where it is possible. The speed limit on west Washington Avenue between 24th Avenue and 48th Avenue should be raised to 40 mph and the speed limit on west Washington Avenue from 48th Avenue to 64th Avenue should be raised to 45 mph. These are safe speeds considering the width and condition of the street. The speed limits on Summitview and Nob Hill are now 35 mph west of 40th Avenue and the speed limit on Tieton Dr. should be raised to match the other two arterials. The speed limits on Tieton Drive and on Summitview west of 72nd Avenue should be raised to 40 mph, this again because the width and condition of the streets plus traffic flow diminishes west of 72nd Avenue. The frequency of accidents in Yakima, I believe, have less to do with the speed limits and more to do with other issues. All of the issues below contribute to frustration and road rage. • Yakima has a large percentage of young and older drivers plus drivers who are driving with out licenses. The young are impatient hence drive too fast and recklessly, the older drivers usually drive too fast for their reaction times or too slow which frustrates other drivers and those driving without licenses usually have little if any concept of traffic rules. • Few drivers know the rules of a 3 or 4 way stop or even intersection rights -of -way. • The absence of center turn lanes on most of the major arterials slows traffic, causes major congestion which leads drivers to use other streets for "short cuts" to save time causing problems on side streets and causes accidents due to constant slowing down and speeding up as drivers exit the arterial. • Limiting entrance and exits to major arterials to street access only. • Prohibiting business driveways onto major arterials. Examples: the bank on the • NW corner of the intersection of 40th and Summitview, prohibiting left turns onto Summitview from the east driveway entrance of Westpark (by the old Shucks bldg). Realizing, of course, we would have to fix the mess we now have. • Widening streets so traffic will fit. A school or city transit bus and a full size Dodge Ram 3500 club cab pickup will not fit side by side on the east or west bound lanes of Tieton Drive at 16th Avenue. The two vehicles have to jockey for position until the road widens approximately a block farther west or east. • Limiting truck traffic to specific arterials. It frustrates me that at 5 o'clock in the evening it takes me longer to drive from downtown Yakima to my home on 94th than it does to travel from 1 -90 to the Newport Highway down Division Street in Spokane. In my job, the traffic problems limit my ability to accomplish what I'd like during a day's work. The city of Yakima has always been extremely myopic in their infrastructure projects. Greater emphasis always seems to be put on the initial cost of a project and not enough emphasis on whether a greater initial cost would save time, effort and substantial cost in the long run. Now is when Yakima needs to be buying property along these arterials and planning for street expansion.
