Five comment letters were received. 2. Of the five comment letters, four expressed their concern urging the City Council to keep the SE Community Center as it provides vital services to the community. 3. The fifth comment came from the Washington State Department of Ecology who stated that upon construction a NPDES Construction Storm Water General Permit will be required. 4. Of the four citizens comment letters, only two comments were environmentally based which summarily stated /asked. Where will the programs will be relocated to and will the new locations be adequate to serve the needs of the community. 5. Following . tonight's hearing the Department of Community & Economic Development will weigh all the comments of the proposed environmental review and issue a threshold determination followed by a fourteen day appeal period. 6. Should you have any questions, you can contact: Bob Desgrosellier, Senior Engineer at 575 -6228 or; Brett Sheffield, PE, Chief Engineer at 576 -6797; Randy Tabert, Design Engineer at 576 -6579 b y Distributed at Wick_ 6_ 3_ og Hughes Council Meeting COMMENTS REGARDING THE SOUTHEAST COMMUNITY CENTER Ladies & Gentlemen of the Yakima City Council; Since you may be removing, but certainly changing the nature of, a long- standing and traditional gathering place in one of Yakima's more critical neighborhoods, it behooves the community to see that the changes or replacement will fully service the needs of the community, not only in that neighborhood, but as a whole. Recognizing also, that there are already early start types of programs available to children prior to 5 years old throughout the community, such as EPIC Head Start, the Gates Foundation's offer of their program could be a positive addition, PROVIDED IT IS NOT EXCLUSIONARY, OR EXCLUSIVE TO A NARROW DEMOGRAPHIC. As a life -log resident and citizen of Yakima, I would like to go on record as being in favor of whatever is best for the Southeast Community Center AS LONG AS IT REMAINS A "COMMUNITY CENTER" By that, I mean in all regards as to the following points: • The Center is expanded to include programs that include the COMMUNITY AS A WHOLE. • The benefits and programs in the center are available to ALL DEMOGRAPHIC SEGMENTS OF OUR COMMUNITY EQUALLY, regardless of race, age, and income level, • That adequate measures are taken to assure the respect of the property by preventing the graffiti that is so prevalent in the neighborhood from being sprayed on buildings and /or fences. • That TAXPAYER OR PUBLICLY funded benefits programs or administrative costs to oversee those programs are available ONLY to RESIDENTS IN THIS CITY THAT ARE CONSIDERED LEGAL CITIZENS OR TO ANYONE ELSE WHO IS A LEGALLY DOCUMENTED IMMIGRANT.
