' ‘ , ' / , Transit Administration.... 575 -6005 March 27, 2008 Mr. Mathew Lundstrom 1306 South, 8 Street Yakima, WA.98901 Dear Mr. Lundstrom, We agree in principle with your Sunday service suggestion. Moreover, we would .like ..to see 10 hours of operation on all routes on Sundays so people could get to work, church, shopping, etc. However, our riders have expressed a larger desire to extend our hours of operation on weekdays at least 2 full trips after 9pm so people working on the late shifts could get home. Earlier in the morning could also help people working early morning shifts reach work, access vanpools, etc. With the population and demographics of Yakima shifting over the last few years, more transportation options are being requested. The revenue to support our current. Transit system is essentially fixed consisting of our local 0.3% sales tax, Federal grant assistance and fares that haven't been adjusted for many years. According to my calculations providing Sunday service on the two routes that were suggested by you would cost :the Transit. Division $45,500 to operate annually. I respectfully observe that this service only provides for a limited narrow segment of our population when weighed against the expressed need for extended hours on current routes described above. MEMORANDUM DATE: June 3, 2008 TO: Honorable Mayor and Councilmembers FROM: William Cook, Director of Community and Economic Development SUBJECT: Comments received regarding the South East Community Center During the required 20 -day comment period for Environmental Check List EC # 30 -08, Surplus of the South East Community Center property and park: 1. Five comment letters were received. 2. Of the five comment letters, four expressed their concern urging the City Council to keep the SE Community Center as it provides vital services to the community. 3. The fifth comment came from the Washington State Department of Ecology who stated that upon construction a NPDES Construction Storm Water General Permit will be required. 4. Of the four citizens comment letters, only two comments were environmentally based which summarily stated /asked. Where will the programs will be relocated to and will the new locations be adequate to serve the needs of the community. 5. Following tonight's hearing the Department of Community & Economic Development will weigh all the comments of the proposed environmental review and issue a threshold determination followed by a fourteen day appeal period. 6. Following the fourteen day appeal period Council may take action on this proposal. Gregoire appoints Raymond Paolella to Eastern Washington Growth Management Hearings Board OLYMPIA — Gov. Chris Gregoire today announced the appointment of Raymond Paolella as the attorney member to the Eastern Washington Growth Management Hearings Board, effective July 1, 2008. The appointment expires June 30, 2014. The Growth Management Hearings Board determines if local policy choices or actions comply with the goals and requirements of the Growth Management Act. Paolella, 52, is the city attorney for the city of Yakima. He will replace Denny Dellwo of Spokane, who is completing his second term. "With his extensive knowledge of land use and planning issues, Ray will serve the citizens of Washington well and be a valuable member of the board," Gregoire said. "I am honored that Governor Gregoire has appointed me to the Growth Management Hearings Board for Eastern Washington," Paolella said. "I look forward to serving the citizens of the state." An attorney for the city of Yakima since 1991, Paolella advises the City Council on municipal law matters, including land use and environmental issues. He previously worked as an attorney for Halverson & Applegate in Yakima, focusing on environmental law, land use, real property, water rights and business purchase and sale transactions. Paolella has served as president of the William O. Douglas Trail Foundation since 2005, and is past president of the Cowiche Canyon Conservancy and The Cascadians. He was also chair of the land use and environmental law section of the Washington State Bar Association in 2004 and 2005. Paolella earned his Bachelor of Science in electrical engineering from the University of Virginia and received his law degree from the University of Puget Sound.
