HomeMy WebLinkAbout06/03/2008 04B Minutes 05-14-2008 Council Neighborhood Development Committee City of Yakima Neighborhood Development Council Committee Wednesday May 14, 2008 Council Members in attendance: Kathy Coffey, Bill Lover, and Neil McClure Staff: Dave Zabell, Bill Cook, Michael Morales, Archie Matthews, and Dan Ford Agenda Items: 1. Report of ongoing ONDS projects Please see attached report entitled Status Report of Current Ongoing ONDS Projects. ONDS Operations Supervisor Archie Matthews read the report. Luz Gutierrez requested a presentation on what projects have been or could be funded by CDBG. Luz reported that she is working to develop more First Time Homebuyer Classes and is also working to promote the Down Payment Assistance Program. 2. Fair Avenue landscaping/improvement plan Councilman Lover has been trying to make contact with the pastor of Templo La Hermosa to propose a committee for the Fair Avenue Revitalization. A committee will help to provide community ownership of the revitalization project. There are two small triangles at the entrance of Kiwanis Park that may be improved this year. The City owns the Maple Ave triangle. Gary Lukehart has made a proposal to sell the other triangle to the City for approximately $15,000 to $18,000. The property has been appraised at $23,500. The City of Yakima acquired the property on the east side of Fair Avenue several years ago from a ditch company. Dave Brown reported that water from the old ditch can be used to water the grass along Fair Avenue. Street lighting is already in place. Lynne Kittelson asked about including Lincoln Avenue and Martin Luther King Boulevard in the Fair Avenue Project. Response to her request was that improvements to the area will be addressed as part of the sawmill development. Other Business A suggestion was made to begin to include energy conservation conversions to our Senior and/or Disabled Program services. Assistance for the program may be available through Pacific Power. • • Status Report of Current Ongoing ONDS Projects • 111 S. 11 Street: This property was originally a First Time Homebuyer new home that went to foreclosure on the courthouse steps, ONDS purchased the . property to protect the cities original investment. The property was rehabilitated and is currently on the market for sale. Appraised price is $120,000 • 110 S. 8th Street: This property was a burned building, the property was purchased and the damaged structure was removed. OIC of Yakima is currently building a new home on the lot with funding thru ONDS. The structure is currently in the framing process and proceeding on schedule. • Rose of Mary Terrace: This project is a 40 -unit low- income senior housing apartment project. It originally received $400,000 of HOME money thru ONDS to leverage 4.5 million dollars for total construction. Recently an additional $18,108.10 was granted for additional infrastructure, the amendment to the contract was sent to Rose of Mary Terrace for signature. • YWCA: This project was a grant of $200,000 HOME money thru ONDS to rehabilitate the new facilities existing transitional housing units. They have submitted invoices and the drawing of funds is in process. • Marvin Gardens: A 20 unit single-family housing project. The infrastructure is g Y gp J well underway, with sewer and water on the property, the street is being graded and prepared for paving, sidewalks, curbs and gutters have been graded and are being prepared for installation. • Facade Improvement Program: $30,000 grant program funded with CDBG. Legal counsel and ONDS prepared contracts and lien/deed of trust for qualified applications. ONDS is currently seeking a meeting with Sean Hawkins to review the application intake process, policy and procedures. • Paint Out Graffiti: ONDS has been receiving reduced amounts of donated paint from the county landfill, due to the rise in surrounding communities seeking the same paint donations. ONDS contacted Salem Oregon and was given 2,000 gallons of donated paint; we paid for shipping and storage for less than sixty -five cents (.65 cents) per gallon. From Jan 1, 2008 thru May 5, 2008 the following statistics have been compiled: 5461 locations have been painted • 1143 gallons of paint have been used 2271 volunteer hours have been donated • • Senior /Disabled Rehabilitation Program: • 6 projects have been completed 18 projects in progress 19 exterior paint projects are in progress • Alley Clean up: Working in conjunction with the Refuse Dept, ONDS has removed trash from 132 locations so far this year using volunteer labor. • Down Payment Assistance: 3 loans have closed and 5 are in progress. • ONDS, Chris Link of OIC and Mike Nixon of Habitat for Humanity expect to meet at the end of the month with concerned citizen Maude Scott and talk more about in -fill designs. a • Archie Matthews submitted a grant application to the U.S. Conference of Mayors for lead based paint abatement. The results will be announced within the next few months. The application information will be included in the packet for the Committee's June meeting. Pear Tree Place will likely request a loan from the City's HOME funds in July or August. They are currently trying to secure finances from other sources. The Praeclarent call center closed recently without utilizing their grant funds. This will free up some economic development funds for new programs. Rural Community Development Resources has approached the City of Yakima with a proposal to assist their small business loan fund. The proposal will likely be presented in June. Bi over, Chair •
