TO: The Honorable Mayor and Members of the Yakima City Council.
FROM: Clarence Barnett, 916 S. 17th Avenue, Yakima, WA 98902.
SUBJECT: Proposed EMS Levy.
I am unable to attend the public hearing on the proposed EMS Levy. The following comments are submitted for
the record and your consideration.
1. Before the EMS Levy is placed on the ballot, the Public should be informed of all funding requests that.may be
submitted to them over the next several years. [e.g.criminal justice; aquatics facility; street bond; fire /police
structures.]
This will enable the Public to consider the impact on their financial position.
2. Consideration should be given as to the timing of an additional Levy during the current economic slowdown
and inflationary period.
3. Many seniors, and people living below the poverty level, are having financial difficulty due to high food and
medical costs. They simply cannot afford a levy increase at this time.

I have been the co -chair of all the Yakima EMS levy's and would
like to share with you my concerns to the possible decision to run a
new levy.
Much has been said about "staff doing a fast track and the chief not
being up front with transporting. Let me remind you the council
has had this subject in study for more than 3 years in the Public
Safety Committee. That isn't fast tracking in my book.
If. and I hope you will. get this on the ballet so Yakima CITY
VOTERS can say Yes. You will realize we are talking about 3 to
3and 1/2 years before we will see the real benefits of Paramedics
helping to improve our Quality Of Life in Yakima.
This year you met in a retreat to vision where you would like to see
Yakima go forward. Your Strategic Priorities state;
Improve Public Health / Safety
Build and Utilize Strategic Partnerships
Enhance Yakima's Quality of Life
Provide Responsive Customer Service and Effective
Communication.
We ask you to step up to our need of having this Levy placed on
the ballot no later than March 2009. (It would be better By August
12.2008).
Our hospitals have all increased their ability to improve services
for Yakima Citizens and we soon will see a teaching school for
Doctors in Terrace Heights. How can you and I let this opportunity
pass us by?
Stand tall tonight and commit to getting this to the voters no later
