Request for $25,000 from CDBG Public Facilities B. An Ordinance Amending the 2008 Budget and Creating an Appropriation in the 331 - Parks and Recreation Capital Fund SUBMITTED BY: Chris Waarvick, Director of Public Works Rita DeBord, Finance Director CONTACT PERSON/TELEPHONE: Denise Nichols, Parks & Recreation Manager, 575 -6020 SUMMARY EXPLANATION: The City opened bids for the Eastside Skatepark on May 15, 2008. Grindline Skateparks, Inc. was the low bid. However, the bid came in $45,000 higher than anticipated. To make up for the shortfall, Apple Valley Kiwanis pledged an additional $20,000 toward construction. In addition, staff made a request for $25,000 from the CDBG Public Facilities Fund. A. At the June 11, 2008 Neighborhood Development Committee meeting, Parks and ill Recreation made a formal presentation and request for $25,000 from CDBG Public Facilities fund. The Committee approved the request (see attached minutes). The request before you today is to approve their recommendation for funding. B. " Pass an ordinance to increase the project budget by $100,000. It should be noted that an appropriation is not necessary for the CDBG fund, as the grant was already included 100% in the budget —this is a matter of obligating the available funds for this purpose. The project budget has not been adjusted since the original estimate of $225,000 made in 2005, so the appropriation brings the total project appropriation to the necessary $325,000. Approve request for $25,000 from the CDBG Public Facilities fund; and, B. Read the Appropriation Ordinance by title only at the July 1, 2008 meeting. Pass Ordinance after second reading at the July 15, 2008 meeting. BOARD /COMMISSION /COMMITTEE RECOMMENDATION: The Council Neighborhood • Development Committee recommends "Do pass" to the full Council. • COUNCIL ACTION: ORDINANCE NO. 2008 AN ORDINANCE amending the 2008 budget for the City of Yakima; and making appropriations of $100,000 within the 331 — Parks and Recreation Capital Fund for expenditure during 2008 to provide for construction of a Skatepark. WHEREAS, the amount. of $100,000 must be appropriated within the 331 — Parks and Recreation Capital Fund for expenditure during 2008 to provide for construction of a Skatepark, and WHEREAS, at the time of the adoption of the 2008 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1: The amount of $100,000 is hereby appropriated from the Unappropriated Fund Balance in the 331 — Parks and Recreation Capital Fund to the following accounts as a 2008 appropriation: • Resources: Donations /Contributions - - -- 331 - 331 -428- 2023 - 36711 -CNT -- $50,000 Expenditures: Kiwanis Skatepark - - -- 000 - 000 - 119 - 0000 - 521.40 -410 -- $100,000 Section 2: This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
