The engineering consulting firm of Black & Veatch Corporation provided NPDES Permit Services, began the Collection System Evaluation, completed a Metals Study, Facility plan, the Pre - design, Final Design, Bid Phase Services, and continuing construction services for the current mandated Phase One Wastewater Improvements as described in the April 23, 2003 Agreement Between City 'of Yakima and Black and Veatch Corporation for Professional Services. Since that approval, several other items requiring • the services of Black & Veatch were added to their Scope' of Work. These included: design work for the Speedway Interceptor, Risk Management Plan update, Odor Control Study, Chemical Feed Pilot Project, SR 24 Permit Review, and SR 24 Monitoring Plan. Amendment 1 was authorized on 12/13/05 to include these and provide construction services for the current phase One WWTP Improvements. With the addition of the proposed Ultra Violet Disinfection System funded by a $2,300,000 Public Works Trust Fund Loan and needed Human Machine Interface (HMI) software upgrades, additional contract budget authority was approved by council on 11/7/06 to continue construction services and HMI upgrades for the current construction phase of WWTP Improvements. • - Currently, the agreement between the City of Yakima and Black' & Veatch Corporation for professional services has authorized expenses for completing the mandated Facility Plan ($608,000), mandated NPDES permitting requirements for Collection System Infiltration and Inflow Evaluation (400,000), required regulatory compliance evaluations,and plans ($250,000), Odor Evaluation and Survey ($70,000), Collection System Design ($450,000), WWTP Phase One Design ($1,800,000), HMI software (SCADA) upgrades ($321,000) and WWTP Phase One Construction Services ($1,309,000). An. additional $1,070,000 was approved on 10/19/2007 to continue the current ongoing Phase 1 construction work (project 2055) and Ultra Violet Disinfection project (project 2182) for the remainder of 2007 and to continue the projects in 2008. An additional $1,180,000' is required to continue the current ongoing SCADA Upgrades, • , Centrate Equalization, DYSTOR and DAFT repairs for the remainder of 2008 and to continue the projects in 2009. See the attached Work Package #12. This expense is included in the 2008 budgeted 478 and 472 Wastewater Facility Capital Project Funds. The adopted 2008 budget includes appropriations to accommodate the expenditures required to complete Work Package #12. This will increase the total authorized budget for this agreement to $7,608,000. See the attached Exhibit A. Additional engineering services provided under the agreement between the City of Yakima and Black & Veatch Corporation for professional services, along with future design and construction, will be funded upon budget approval and as resources become available., • • • RESOLUTION NO. R -2008- A RESOLUTION authorizing the City Manager to approve use of budgeted funds for the continued implementation of Work Packages described in the April 23, 2003 Agreement Between City of Yakima and Black and Veatch corporation for Professional Services. WHEREAS, the 2004 City of Yakima Wastewater Facility Plan identifies the requirements by regulatory mandates, growth (capacity) issues, replacement of aging facilities, and improved efficiencies that are going to be needed over the next 20 years; and WHEREAS, Black & Veatch Corporation completed the Facility plan, Phase One Pre- design, Phase One Final Design, Phase One Bid Phase Services, NPDES Permit Services and Metals Studies, continues providing Construction services for Phase One implementation, and began the Collection System Evaluation, as described in the Agreement Between the City of Yakima and Black & Veatch Corporation made and entered into on April 23, 2003; and WHEREAS, Council authorized execution of budgeted funds for Design Services and Collection System Evaluation on 7/7/04. On 12/13/05 an amendment to the professional services agreement with Black & Veatch Corporation was authorized by Council for implementation of the Phase One WWTP Improvements; and WHEREAS, with additional Human Machine Interface (HMI) Software Upgrades identified for the WWTP processes, use of additional budgeted funding for professional engineering services and ongoing, construction services for WWTP Improvements per the Agreement with Black and Veatch Corporation were approved on 11/07/2006 and10/19/07; and WHEREAS, use of additional budgeted funding for professional services, per the Agreement with Black and Veatch Corporation, is required to continue and begin the following projects: SCADA Upgrades, Centrate Equalization, DYSTOR and DAFT repairs and additional services.; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is authorized to approve use of budgeted funds for the continued implementation of Work Packages described in the April 23, 2003 Agreement Between City of Yakima and Black and Veatch corporation for Professional Services. OBJECTIVE — WORK PACKAGE 12 These BASIC SERVICES include engineering, consulting and construction administration services related the following: • Design of Centrate Equalization and Return Facilities. • Additional New Design & Construction Services. • Upgrades to the Plant SCADA System Additional prioritized improvements that will be considered as project funding budget is available include the following: • Additional minor associated improvements. 2. TIME OF PERFORMANCE The time of performance for Work Package 12 is August 1, 2008 through December 31, 2009. 3. COMPENSATION CITY shall pay ENGINEER for performance of BASIC SERVICES. Compensation for Work Package 2 shall be paid to ENGINEER on the basis of labor plus reimbursable expenses. Total compensation to ENGINEER for the Scope of Services defined for Work Package 12 shall not exceed $ 1,180,000, plus any applicable taxes, unless specifically authorized by CITY in accordance with subsection 5.2 of the AGREEMENT BETWEEN CITY OF YAKIMA, WASHINGTON AND BLACK & VEATCH CORPORATION FOR PROFESSIONAL SERVICES. 1 WORK PACKAGE 12 Amount • Task Description Task Series 3000 — Design of Centrate Equalization and Return Facilities and $ 450,000 additional design Services Work Package #12 Task Series 3000 — Upgrades to Plant SCADA System $ 530,000 Work Package #12 Task Series 5000 & 9000 — Phase 1A Construction Administration Services $ 200,000 Work package #12 4. SCOPE OF SERVICES The BASIC SERVICES for Work Package 12 will be executed in tasks summarized as follows: • Task Series 3000 — Design of Centrate Equalization and Return Facilities and Upgrades to Plant SCADA System • Task Series 5000— Phase 1 Construction Administration Services • Task Series 5010 — Phase 1 Record Drawings • Task Series 6000 — Commissioning Services • Task Series 8000 — Miscellaneous Work WORK PACKAGE # 12 TASK SERIES 3000 — DESIGN OF CENTRATE EQUALIZATION AND RETURN FACILITIES AND SCADA UPGRADES ENGINEER shall provide final design services for Work Package 12. Work Package 12 consists of the design and bid phase services for the centrate equalization and return facilities, possible design, bid phase and construction services for Dystor Replacement, DAFT Repairs and replacement of the TESCO system. The basic design parameters will be those established in the 2004 Wastewater Facility Plan, and in the Basis of Design Report The SCADA replacement is anticipated to be completed in three stand -alone bid packages and using existing contract documents. The design work will be performed in a sequence of phases, as set forth below with major activities listed: • , Design Initiation: Establish project team and project procedures. Distribute design report. Review design criteria and information needs with Owner. The review will include an evaluation of covering the existing lagoon or constructing steel or 2 • 0 concrete s, including updated cost estimates. Prepare letter report updating the findings of the 2004 Facility Plan. Revise recommendations as required and select alternative. • Level I Design: Develop civil site plan and mechanical plan. Select major items or equipment. Owner review. • Level 11 Design: Fix layout and dimensioning of equipment and piping within dimensions set in Level I. Owner review. • Level III Design: Add final details to drawings, including electrical and mechanical design. Complete the specifications. Owner Review: ENGINEER's quality control review. Regulatory review and approval. Final opinion of cost. • Bid Phase: Assist with project advertisement, distribution of documents, pre -bid conference, response to bidders' questions, addenda if necessary, and bid opening. The purpose of the individual levels of design is to facilitate communication, coordination, and Owner input to the design process. Owner shall have the opportunity to review the deliverables for each level of design. After Owner's comments have been incorporated for each level, the design to that level shall be considered fixed and work will then proceed on the next level. PHASE 3000: PRELIMINARY DESIGN Task 3011: Basis of Design Review i . • Review recommendations from Basis of Design Report with Owner. • Revise recommendations if required. • Update Preliminary Opinion of Probable Cost for various options. Task 3060: Update Geotechnical Investigation and Report • Evaluate geotechnical information from Geotechnical Report. • Define additional information required for geotechnical and foundation design. • Establish scope of additional geotechnical if necessary. • Obtain additional geotechnical information and report as appropriate for detailed design. • Update Geotechnical Report. Deliverable: Updated Geotechnical Report (from geotechnical consultant) Task 3080: Project Control Schedule • Prepare critical path method (CPM) schedule for detailed design phases. • Update schedule as needed during detailed design phases and prepare updated schedules. Deliverable: Project schedule PHASE 3100: LEVEL I DESIGN 0 Civil plans are fixed, a site plan strategy is developed, and major items of equipment are selected. 3 Task 3100: Project Management -Level I • Review with Owner the site plans and sketches of plan and sections, equipment, piping layouts, and Level I Opinion of Probable Cost. Task 3110: Civil / Mechanical Engineering -Level I Develop Layouts • Establish dimensions for structures. Determine sizes and locations for major equipment, pipe fittings and piping. Deliverables: Preliminary equipment and piping drawings Preliminary dimension structure layouts (sketches) Prepare Preliminary Equipment & Pipe Layouts • Determine major process equipment and piping layouts. • Establish equipment and pipe dimensions and weights. • Determine equipment clearances and access requirements. Deliverable: Preliminary equipment and piping drawings Prepare Equipment, Valve, and Instrument Lists • • Assign equipment tag numbers to equipment list. Deliverables: Equipment list with tag numbers. Prepare Preliminary Site Design • Prepare final dimension CAD site plan showing finished ground contours, and other major features including major underground piping, corridors, and utility feeds. • Layout roadways and parking. Deliverable: Preliminary site plan (CAD) Review of Front End Documents • Review front end documents and discuss with Owner. Task 3140: Structural -Level I Preliminary Structural Framinjr (assumes Steel per BDR) • Determine structural loadings and design criteria. • Develop preliminary specifications. • Revise preliminary structural plans as necessary to accommodate civil and mechanical requirements determined in Level I. Deliverables: Preliminary structural plans. • 4 4110 Task 3150: Electrical -Level I Develop Major Electrical Equipment/Conduit • Determine major electrical equipment space requirements. • Lay out corridors for major conduits in buildings and on the site; locate cable and conduit vaults. Prepare Power Distribution Function Diagram • Develop a power distribution concept. • Determine distribution voltages and preliminary equipment ratings and sizes. • Prepare power distribution functional diagram. • Determine Owner's preferences (if any) for electrical equipment. Deliverables: Process distribution fundamental diagram (CAD); switchgear schematics. Prepare Preliminary P&ID • Prepare preliminary P &IDs. • Identify all major process elements and instruments including processes, valves, pumps, flow meters, and other major equipment (show tag IDs, but not numbers). Deliverable: Preliminary P &ID drawings (30% complete). Task 3170: Quality Control Review - Level I • Perform interdisciplinary review among disciplines and establish elements of the design that will not be substantially changed beyond this level. Review criteria are covered for each design group as described below. • Constructability Review. Review construction techniques, specified equipment and materials, and layout. • Code Review. A meeting will be held with the City of Yakima building safety staff, and other entities if necessary. • Review major floor plans and sections, preliminary site plan, equipment lists and process schematics. - • Review preliminary equipment layout plans, service and access clearances, equipment and pipe concepts, adequate pipe chase/corridor provisions, and mechanical criteria. • Review preliminary specification, . design criteria, preliminary structural sketches. • Review power distribution functional diagram. • Review preliminary P &IDs, control system block diagram, and I &C design. • Review Geotechnical Report Draft 1. • Review foundation recommendations and requirements for subgrade improvements. Task 3190: Level I Opinion of Probable Construction Cost • Prepare a preliminary Opinion of Probable Cost. These costs will be provided to the CITY as a part of the Level I Detail review. 5 Deliverable: Preliminary opinion of cost. • PHASE 3200: LEVEL II DESIGN The equipment and piping is laid out and dimensioned within the space that has been established in Level I. Task 3200: Project Management -Level II Review of ENGINEER Drafted Front End Documents • Prepare preliminary front -end documents based on ENGINEER's standard documents, incorporating Owner's requirements. Deliverable: Front end documents. Review /Project Coordination Meeting • ENGINEER will issue all review materials for review by Owner and internally by ENGINEER's project team. • The information developed during Design Level II will be presented and reviewed in a meeting with the Owner. • The layouts developed in Level I and Level II are established at this point, and will not change. All CAD plans and sections developed at this point will be set as is. Task 3210: Civil Engineering -Level 11 Prepare Final Civil Site Drawings • Complete site drawings on CAD. • Identify final coordinates. • Prepare civil sections showing structures. • Indicate roads, sidewalks, underground piping, and fencing limits. Deliverable: Civil site and yard piping plans Task 3220: Mechanical Engineering -Level II Process Mechanical Design • Complete design calculations. • Size and locate pipe (including non - potable water and eye -wash piping) on civil, mechanical and structure drawings. • Indicate and locate required instrumentation. Deliverable: Process equipment and piping drawings. Prepare Major Equipment Specifications • Develop specifications for major process equipment. • Determine remaining motor horsepower requirements. Deliverable: Major equipment specifications 6 , 110 . Task 3240: Structural -Level 11 . Design • Complete specifications. • Structural plans with dimensions and locations. Deliverable: Structural drawings and specification. Task 3250: Electrical -Level II Major Electrical Equipment& Power Feed Layout & Elevation • Route major conduits on site plans. • Review power feed concept develop power feed plans. , • Prepare dimensional layouts of major electrical equipment (high voltage gear, MCCs, AFDs, etc.) on floor plans/site plans on CAD. Deliverables: Power feed sketch, MCC layout and evaluation. , Updated P&IDs 0 , • Revise P &ID's to reflect 60% level. . Prepare Control System Block Diagram • Prepare control system block diagrams. • Indicate location of all system components, including I/O cabinets and data highway or other communication connections. Task 3270: Quality Control Review of Level II Detail • Conduct a review to validate the implementation of design concepts and to establish certain elements that will not be substantially changed beyond this level. • Review plans and sections completed since the last review. • Review major equipment specifications and front end documents. • Review mechanical calculations, equipment layout plans, preliminary equipment schedules, and process equipment specifications. • Review structural drawings and specifications, foundation design requirements, and concepts for carrying piping loads. •. Review final CAD version of power distribution one -line. • Review updated and detailed P &IDs. 0 Task 3290: Prepare Level II Opinion of Probable Construction Cost • Refine the opinion of probable cost 7 PHASE 3300: LEVEL III DESIGN • The design is completed and final details are added. The specifications are prepared. An end -of- project quality control review is performed. Task 3300: Project Management - Level III Finalize Specifications • Specifications will be completed, including work processing and proofreading. • Specifications will be assembled for delivery to reproduction. Deliverable: Final specifications and documents. Level 111 Completion and Review • A complete set of drawings and specifications is available. • ENGINEER will present the documents to the Owner for review. A meeting will be held with the Owner to present the design and review Owner' s comments. Finalize Bid Documents • ENGINEER will collect and coordinate the disposition of all review comments. • ENGINEER will incorporate CITY and quality control comments into design documents. Deliverable: Final design documents. Review construction techniques, specified equipment and materials, and layout. • Review overall drawings and civil details for completeness and check final specifications against the drawings. • Verify the following specifications items: sequence of construction, major items of equipment, Table of Contents, thickness or quantities of materials in the specifications. • Review a complete set of mechanical drawings and specifications for constructability, inter - discipline coordination, and suitability for bid issues. • Verify coordination between drawings and specifications. • Verify compliance with building code issues. • Review of complete set of structural drawings and specifications for compliance with structural design memorandum, constructability, inter - discipline coordination, conformation with structural calculations, and suitability for bid issue. • Review calculations for design assumptions, methods or analysis, • critical structural elements, and secondary structural elements where design appears deficient. • A complete set of electrical drawings and specifications will be submitted along • with appropriate calculations and documentation. The following items on the drawing shall be reviewed: - Horsepower ratings, phases, and voltages on major items of equipment. - Electrical connections and horsepower ratings, phases, and voltages. - Locations of electrical equipment. - Location of exterior electrical equipment, handholes, and manholes. • A complete set of I &C drawings and specifications will be submitted along with appropriate documentation. • Review Geotechnical Report- Final. • Review a set of structural drawings and specifications of compliance with foundation recommendations in the final Geotechnical Report. Task 3380: Define Requirements for Maintenance of Plant Operations (MOPO) • Identify anticipated construction activities that are expected to impact WWTP operations. • Consult with CITY operations and maintenance staff regarding these impacts, required actions for maintenance of plant operations. • Prepare specifications sections defining MOPO requirements. These shall include individual tables summarizing the following for each activity: o Description of the task, including an identifying number used to track the item. o Process units operating prior to shutdown. o Process units to be operating during shutdown. o Process units that will be out -of- service for construction work. o Permissible duration of shutdown or tie -in. 11 o Other process units may be impacted. o 4110 Constraints regarding sequencing and coordination with other work. o Responsibilities of the Contractor, ENGINEER and CITY to accomplish the item. Task 3390: Finalize Probable Cost Determination and Construction Schedule • Compile civil and process equipment price information. • Perform equipment and piping quantity takeoffs. • Prepare an "Engineer's Opinion of Probable Construction Cost." Deliverables: Final Opinion of Probable Construction Cost. • Task 3400 Bid Phase Services Bid Advertisement • Prepare advertisement list. • Assist with advertising the project. • Administer mailing. • Provide contract documents to at least two Bidders' service. Information Required from Owner: Provide an advertisement list of any mailing requirements. Bid Support • Distribute drawings and specifications. • Conduct pre -bid conference. • Distribute pre -bid conference minutes. • Prepare addenda, as necessary. • Attend bid opening. • Owner shall arrange pre -bid conference and bid opening location and time. • ENGINEER will distribute drawings, specifications, and addenda to Bidders and plan holders. Prepare Award Recommendation • Assist Owner with bid opening. • Evaluate bids. • Review insurance certificates. • Prepare letter of award recommendation. TASK SERIES 5000 — CONSTRUCTION ADMINISTRATION SERVICES ENGINEER shall provide construction administration services for Work Package 12 as needed in accordance with Task Series 5000 of the AGREEMENT BETWEEN CITY OF YAKIMA, WASHINGTON AND BLACK & VEATCH CORPORATION FOR PROFESSIONAL SERVICES. ENGINEER shall continue to provide services as needed through December 31, 12 2009. Primary tasks shall be construction phase services for the completion work package #12. ENGINEER shall, in accordance with the AGREEMENT BETWEEN CITY OF YAKIMA, WASHINGTON AND BLACK & VEATCH CORPORATION FOR PROFESSIONAL SERVICES. Assumptions: • Total Construction Phase Services Duration: through December 31, 2009 • Total Submittals: 25 • Total Requests for Information: 30 • Total Requests for Change: 5 • Total Change Orders: 5 • Construction Progress Meetings to occur bi- weekly. • Eight Site Visits by Goris/Ward. TASK SERIES 5010 — RECORD DRAWINGS ENGINEER shall provide a revised set of construction contract drawings in accordance with Task Series 5010 of the AGREEMENT BETWEEN CITY OF YAKIlVIA, WASHINGTON AND BLACK & VEATCH CORPORATION FOR PROFESSIONAL SERVICES. 41 TASK SERIES 6000: COMMISSIONING /OPERATIONS ASSISTANCE ENGINEER shall assist the City in commissioning the new equipment including blowers, solids handling building and UV Disinfection System. Primary work shall be performed by Conley Engineering in support of the new SCADA system and controls for the new equipment. The level of effort will be determined based upon coordination with the City during startup. TASK SERIES 8000 — MISCELLANEOUS SERVICES (To be defined as necessary) Supplemental Services as set forth in Section 1.5 shall be performed as the need arises and as mutually agreed by CITY and ENGINEER. Scopes and budgets for individual tasks for Supplemental Services shall be defined within Task Series 8000. TASK SERIES 9000 — PROJECT MANAGEMENT / CITY COORDINATION The ENGINEER shall manage the work of its project team and conduct activities to maintain coordination of the work with the CTTY. Task 9200: Progress Meetings. ENGINEER will meet with CITY staff quarterly to review the progress of the projects. These meetings will provide an opportunity for input from the CITY regarding the activities of the project team and for presentation and exchange of information. ENGINEER will prepare a written summary after each meeting and distribute them among the project team. The documents will summarize significant discussion points, decisions, and action items arising from each meeting. ENGINEER will revise meeting summary if needed to reflect comments from meeting participants. 13 • Task 9300: Monthly Progress Reports. ENGINEER will submit monthly reports summarizing the progress of the project by task, for its duration. The reports will be submitted along with ENGINEER's monthly invoices. The progress reports will document progress made toward completion of the project, and provide updated information on budget and schedule. It is anticipated that 15 such reports will be provided during this work package. Task 9400: Project Administration.
