HomeMy WebLinkAbout07/15/2008 04B Minutes 06-18-2008 Council Intergovernmental Relations Committee Yakima City Council Committee Meeting Council Intergovernmental Relations Committee • Wednesday, June 18, 2008 2:00 p.m. CED Large Conference Room Council present: Dave Edler, Neil McClure Absent: Norm Johnson Commissioner present: Mike Leita City staff present: Dick Zais, Bill Cook County staff present: Steve Erickson Continued review of Interlocal Agreement between City of Yakima and Yakima County for Growth Management Act implementation: Mike Leita briefly compared various City and County road funding options and gave a list of concepts to consider: focused public investment; proportional frontage improvements; roadway standards; annexation and UGA growth /expansion; and time of transfer. Steve Erickson suggested that both jurisdictions should work together to decide which corridors should be improved, then estimate the cost and begin to look at the proportional contribution. Mayor Edler stated that he wants to look at a formula that works by using the best of both sides. Discussion ensued regarding how to finally determine proportional fair share, including the possibility of obtaining an additional legal opinion. Mike Leita stated that the authority must be established before policies are created. He suggested the following plan of action: 1. City and County jointly share expenses of an additional legal opinion (Richard Settle). 2. Create position statements. 3. Schedule a time to meet with legal council in the next five to six weeks. Dick Zais added that Council has requested an update from the Committee and that Norm Johnson should be filled in on today's discussion. Dick recommended that Bill and Steve or Vern submit a memo to Council and to the Commissioners explaining the action and asking for authorization to pay the fee for the legal opinion. The next Intergovernmental Committee meeting is scheduled for Monday, July 7, beginning at 2:00 p.m., in the City Manager's Conference Room. Approved by: /..���i�� w • • er, Chair ate
