R-2010-78 A RESOLUTION authorizing the City Manager to execute Supplement No. 1 of the Professional Services Agreement with Wardell Architects for design and construction administration services for renovation of the third and fourth floors of City Hall and other documents related to the project. WHEREAS, on November 5, 2009, the City of Yakima selected Wardell Architects from its consultant roster to develop construction plans and specifications and provide construction administration for demolition work on the third and fourth floors of City Hall; and WHEREAS, additional consulting services were required to include additional drawings and specifications and will be required to perform additional construction administration; and WHEREAS, it is requested that the City Manager have the authority to execute Supplement No. 1 for additional work required during the design and construction administration of the demolition of the third and fourth floors of City Hall; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to authorize the City Manager to execute Supplement No. 1 of the Professional Services Agreement with Wardell Architects, that will add the additional work required for the demolition of the third and fourth floors of City Hall to the Scope of Work of the professional services agreement entered into as a result of Resolution No. R-2009-144, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute Supplement No. 1 of the Professional Services Agreement with Wardell Architects for design and construction administration services for renovation of the third and fourth floors of City Hall and other documents related to the project. All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: The SCOPE OF WORK is hereby changed to read: The scope of work has been increased to include additional drawings, specifications and construction administration activities not included in the original scope of work, as detailed in Wardell's letter. The TERM of the contract is amended as follows: The completion date for this work has not changed. The CONSIDERATION of this contract shall be amended as follows: The maximum payment amount shall be increased by $7,000 to a total of $21,000. as set forth in the attached Exhibit A, and by the reference made a part of this supplement. Manager City of Yakima 129 North 2n4 Street Yakima„ WA 98901 Re: City Half 3rd and 4th Floor Renovations City Project No. 1783 Wardell Architects Project No. 1110.03 Dear Dick Per our meeting today, we are requesting an additional $7,000 for architectural services for the 3rd and 4th Floor Renovation project. Several factors have made it necessary to request this amendment to our contract, among them the complexity of the project, the inclusion of ARRA funded work resulting in additional specification work, and the addition late in the bidding period of an alternate bid necessitating additional drawing and specification production. The additional fee will cover work performed last month and to date, two to three meetings with City staff during the course of the project to inform them of work progress and construction administration during the course of construction. The bids have been received for the project and we have by separate letter recommended 'acceptance of them. We look forward to working with the City to complete the project, giving the City expansion space for the future. Lois A. SUBMITTED BY: Michael Morales, Director Community and Economic Development CONTACT PERSON/TELEPHONE: Randy Pitney, Building Superintendent -- 575-6265 SUMMARY EXPLANATION: The city has a consultant agreement with Wardell Architects that was signed. on November 5, 2009, under which they provide the City with design and construction administration services for the renovation of the third and fourth floors of City Hall. At this time, staff requests authorization to execute Supplement No. 1 of this agreement, which would increase the scope of services to include additional work that was required for the design and work that will be required during construction administration. This supplement would be at a not to exceed cost of $7,000. The additional work covered by this supplement includes: inclusion of the ARRA funded work that required additional specification work; the bid alternates that required additional drawings and specifications; meetings with City staff during construction; and, additional construction administration. Favorable bids were received on Tuesday, June 8, 2010 from Talisman Construction Services, out of Spokane, to perform the demolition work. Once the project is complete, the third and fourth floors of City Hall will be available for expansion of office and meeting space.
