RESOLUTION NO. R-2010-68
establishing a modified Public Notice process for Land Use Applications,
to be implemented with a Post Card System due to budget constraints of
the City of Yakima
WHEREAS, due to the current economic situation, the City of Yakima is exploring all
feasible budget reduction measures; and
WHEREAS, the cost for postage and printing of Public Notices for Land Use
Applications to nearby property owners is a burdensome cost under the current ordinances for
the City of Yakima; and
WHEREAS, the citizens of Yakima require adequate and timely notification of Land
Use Applications and must be informed of pending applications in order to submit comments
and attend public hearings; and
WHEREAS, the Yakima City Council deems it to be in the best interest of the City of
Yakima that the standards for Public Notice of Land Use Applications be modified to implement
a Post Card Notice system for the City of Yakima now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
I. All property owners within 500 feet of a development site are entitled to Notice of a Land
Use Application or Notice of Public Hearings on specified application types. Whenever
possible these notices will be combined into a single mailing. With the Post Card
Notification System, the 500 foot notice radius will be maintained. Current ordinances
are not consistent with arequirement for 300 or 500 feet radius.
II. The City of Yakima intends to replace the current multi -page, color map, letter format to
individual property owners with a post card format for notification on land use
applications and public hearings.
III. The post card will contain basic information about the Land Use application including the
date of any public hearing, with instructions to citizens about how to obtain more
information via the City web -site, telephone, regular mail, email or visiting city hall.
IV. Other public notice requirements, such as posting of the property and publishing legal
ads in the newspaper will remain unchanged for the time -being.
V. For the purpose of implementing the Post Card Notification system for Notice of
Applications and Notice of Public Hearings the content of such notices will be modified
from the requirements as described in YMC Title 14, Subdivision Ordinance Sections
14.20.050, Public Notices on Short Plat applications; Section 14.20.080 Notice of Open
Record Hearing for Long Plats; Section 14.35.060 Public notice of binding site plans;
Title 15, Urban Area Zoning Ordinance, Section 15.11.090 Notice Requirements; and
Title 16 Administration of Development Permit Regulations, Section 16.05 Public Notice
Requirements.
VI. Direct legislation to be prepared to implement the revision to the Public Notice System
using a Post Card format.

Land Use Applications

SUMMARY EXPLANATION:
The City of Yakima is obligated under Washington State law to provide citizens adequate public
information regarding certain land use applications filed in the vicinity of the project. The cost of
postage, printing and staff resources to produce the notice is considerable. To reduce the cost
of public notice, streamline paperwork and reduce waste, other local governments, such as the
City of Tacoma, City of Seattle, Snohomish County, Kitsap County and. King County have
implemented a Post Card format to notify citizens of Notice of Applications and Notice of Public
Hearings.
The attached resolution directs that legislation be prepared to revise the minimum public notice
standards in order to implement a post card format notification system. Amendments to the Title
14, Subdivision Ordinance, Title 15, Zoning Ordinance and Title 16, Administration of
Development Permit Regulations of the Yakima Municipal Code will need to be amended in
order to authorize the post card format system.
