Roll Call Present: Mayor Micah Cawley, presiding, Assistant Mayor Kathy Coffey, Council Members Maureen Adkison, Rick Ensey, Dave Ettl and Bill Lover Council Member Dave Edler was absent and excused 2. Executive Session • Collective Bargaining • Prospective Litigation regarding property acquisition Executive Session was held and adjourned at 5:40 p.m. 6:00 P.M. — BUSINESS MEETING 1. Roll Call Present: Mayor Micah Cawley, presiding, Assistant Mayor Kathy Coffey, Council Members Maureen Adkison, Rick Ensey, Dave Ettl and Bill Lover Absent: Council Member Dave Edler (excused) Staff: Assistant City Manager Zabel!, City Attorney Cutter, and Acting City Clerk Karen Roberts 2. Invocation /Pledge of Allegiance Mayor Cawley gave an invocation and led the Pledge of Allegiance. 3. Open Discussion for the Good of the Order A. Proclamations • Mel Stottlemyre Day Mayor Cawley read a proclamation declaring June 12, 2010 as Mel Stottlemyre Day. Bob Alexander, Nancy Leahy and Bill Fowler were present to accept. B. Presentations /recognitions /introductions • CityFest Season of Service As part of the CityFest Season of Service program, David Watson representing Yakima Foursquare Church and Patrick Johnson from the staff of the Luis Pallau organization gave the following donations: 1) $2,000 for the GREAT Program 2) $4,505 for vandal shields in the NE neighborhood 3) "One Day" tee - shirts for all Council members C. Status reports on prior meeting's citizen service requests -- None D. Appointments to Boards, Commissions and Council Committees • Council Legislative Committee Interest was shown by Assistant Mayor Coffey, and Council Members Adkison and Ensey but it was decided to postpone the appointments until all Council members were present (will be on the 6/15/10 agenda). 4. Consent Agenda ACTION: Motion carried to approve the consent agenda. VOTE: Unanimous; Edler absent *A. Consideration of approval of Council Meeting Minutes — None *B. Consideration of approval of Council Committee Meeting Minutes • Intergovernmental Committee — May 25, 2010 ACTION: Council committee meeting minutes were approved. 5. Audience Participation • Sandy Massong -Lloyd highlighted problems with the condition of Arlington Avenue and asked for information on why the water problems on Nob Hill Blvd were repaired after she was told there was no money to repair water problems on Arlington. A staff report will be given at the next Council meeting. • Walt Ranta gave suggestions for City traffic problems and asked when the Barge Chestnut Association public hearing on traffic calming was to be scheduled. 7:00 P.M. — PUBLIC HEARINGS 6. Closed record public hearing on the preliminary plat of Scenic Estates submitted by JBS Properties, Inc. ACTION: Closed record public hearing was held. No one came forward to speak. Motion carried to approve and have proper legislation brought forward. VOTE: Unanimous; Edler absent 7. Public hearing and consideration of an Ordinance accepting the Washington Heights annexation ACTION: Public hearing was held. No one came forward to speak. Motion carried to pass the ordinance. VOTE: Unanimous; Edler absent ORDINANCE NO. 2010 -28 8. First of two public hearings to consider: A. Adoption of the Six -year Transportation Improvement Program for the years 2011 to 2016 and to amend the Metropolitan Transportation Plan B. Amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element ACTION: Public hearing was held and continued for a second hearing on June 15, 2010. No one came forward to speak. CITY MANAGER'S REPORTS 9. Consideration of a Resolution authorizing execution of an interlocal agreement with the Yakima Housing Authority for law enforcement services for one Housing Authority Officer ACTION: Motion carried to adopt the resolution. VOTE: Unanimous; Edler absent RESOLUTION NO. R- 2010 -63 2 10. Consideration of a Resolution authorizing execution of a CDBG economic development grant agreement with the National Development Council ACTION: Motion carried to adopt the resolution. VOTE: Unanimous; Edler absent RESOLUTION NO. R- 2010 -64 *11. Consideration of a Resolution authorizing execution of an amendment to a residential property -real estate contract with Albino Perez ACTION: Resolution adopted. RESOLUTION NO. R- 2010 -65 *12. Consideration of a final contract payment for Apple Tree Construction Company — General 308 Irrigation Phase 3 /Stage 3 (Standard Motion V -B — Accept the project and approve the final payment) ACTION: Final contract payment approved. 13. Other Business • Update on the 23r Avenue gate. A license agreement is being prepared and keys will be available for Block Watch control. • Update on gang initiative ➢ Request to Governor Gregoire and State Senator Murray to consider the gang problem in Yakima as a crisis and solicit state and federal involvement ➢ Looking into SAFE Streets Initiative funding through the FBI ➢ Suggestion to look into a local company that produce web sites to be used as a clearing house for city /county information ➢ Creating a list of potential candidates for the Gang Free Initiative Steering Committee; Coordinator position will wait until the committee is created ➢ Awareness campaign videos are being completed ➢ Hot line is being established ➢ Working on creating an overlay of crime ridden areas and requirements for elderly assistance • MLK/Lincoln Avenue Detour reminder - it goes into effect June 2n and will last at least a year. • Discussion on AWC Legislative Committee and method for getting legislators involved in Yakima's issues. • Request for a Council travel budget overview in light of upcoming AWC and other events Council should attend • Lawrence Breer came forward to plead with Council to do something to stop gun sales at gun shows. 14. Adjournment — 7:20 p.m. ACTION: Motion carried to adjourn to the following dates /times /locations for Special Council Listening Meetings: • June 8, 2010 at 6:00 p.m. at the Yakima Police Athletic League (YPAL) Center • June 9, 2010 at 6:00 p.m. at the Southeast Community Center • June 10, 2010 at 6:00 p.m. at the Harman Center (Fitness Room) VOTE: Unanimous; Edler absent 3
