CONTACT PERSON/TELEPHONE: Chief Samuel Granato 575 -6211 SUMMARY EXPLANATION: At their June 10, 2008 meeting, Council approved the execution of a contract with LCA Architects, P.A. of Boise, Idaho in the amount of $35,000 to conduct a feasibility study addressing the need and advisability of replacement of the Yakima Police Department Substation currently located at the Yakima Airport This was not contemplated during the development of the 2008 budget, therefore, the attached appropriation is proposing to use unreserved fund balance in the 333- Law and Justice Capital budget of $35,000. The city population as of 2007 is estimated at • 84,300 and is served by the City of Yakima Police Department. The area of service is • approximately 20 square miles and is bordered to the north by Selah, to the east by Moxee • and to the south by Union Gap. Most of the surrounding area is agricultural and rural. • The Police Department has four divisions, including Patrol, Criminal Investigation, Special • Operations, and Services Division. The department as of 2007 is comprised of 171 • permanent personnel of which, 123 are sworn police officers. • The City Police Department currently operates out of the main police station in downtown • Yakima and a substation located at the Yakima Airport. As the City grows, the need for a • new west end sub - station has become apparent. The existing substation located at the airport is not efficient as a police substation. It lacks adequate size to accommodate the • number of officers working out of this sub - station, as well as lacking accessibility and • adequate security. The station is also located outside of the center of the area it serves IR and has a poor community image. We utilized a highly interactive approach in developing • this needs assessment. We held a number of project review meetings (workshops) at key • junctures during the project, and near the conclusion of each project phase. Punctuating • the project with these review meetings assured that everyone was "on the same page" • regarding our findings, planning assumptions, and deliverable products. This minimized (and hopefully eliminated) the need for rework and maintained the collective project team's • enthusiasm regarding this study through providing tangible deliverables at each phase. • As part of our services, LCA Architects was contracted to perform the following tasks: • TASK 1 — NEEDS ASSESSMENT /SPACE ANALYSIS • • Familiarize ourselves with the routine police department operations in order to achieve • a solid understanding of the City of Yakima's Police Department. Develop growth projections for Police Services affecting the West end of the City by meeting with designated police personnel to obtain current and projected staff positions for each specific department operating out of the proposed new west side substation. • • Based on the projected staff using the new substation, we will identify and determine • the number and types of spaces necessary to fulfill the Police Departments operational • needs. We will then develop the specific space needs (current and future) based on • typical planning data utilized on previous police facilities. We will also formulate the facilities site requirements, including parking and infrastructure needs necessary to • support the expected activities, services and staffing. • TASK 2 — SITE LOCATION STUDY • • Determine and evaluate options for location of the new substation based on the criteria • developed, including the evaluation of six potential developed and /or undeveloped sites within the stations proposed locations centroid. • • TASK 3 — CONCEPT DESIGN /CAPITAL FUNDING SOURCE ANALYSIS 4 • Provide graphic conceptual site plans, floor plans and elevations for a new facility that • will meet the projected needs of the police department. Provide approximate site • development, property acquisition, construction, furnishings and potential operating costs for a new police substation. • • Provide an analysis of options for Capital Funding sources for the new proposed police • substation. • • • LCA - 2 - November 2008 • • • F. • • • ! ? o CITY OF YAKIMA NEEDS ASSESSMENT • 1k Architectural Program • • • PROGRAMMING GOALS • The foremost programming goal was to develop the program for a new police substation •I that would serve the needs of the Yakima Police Department for the next 20 years. • • Programming Context • The Project Team emphasizes that the specific facilities program documented below has • been developed within the global framework of the long -range Police Facilities Master Plan. • Therefore, this program is based on: • • the level of staffing and equipment necessary to meet the anticipated workload and • operational scenario per the 20 -year staff projections. The building space program developed has been formulated to provide a facility with the capacity to meet the 20 -year needs of the facility. Therefore, some growth space will be • available, upon initial occupancy. • Programming Process • • Methodology: The Project Team used the following methodology to develop the space program documented below. • • Consistent industry- accepted space - planning standards were utilized for all • workstations, equipment and special -use areas. • • The resulting square footage was then multiplied by a grossing factor to account for • circulation space and code required elements: • The program documented herein is the result of the collective efforts of LCA Architects, and • the Yakima Police Department. This program has not been influenced by any specific site • or other potential constraints, and is a statement of actual and future needs. • Programming Goals • • The project team was given the task of programming a new west end substation that will be • the base of operations for 75 to 100 police personnel. • • • • • • • LCA - 3 - November 2008 • • • • • • ' ice. The exterior door to this vestibule is unlocked 24 • hours /day and will also serve as a public area of refuge. The door into the lobby will only • be open during normal business hours. All visitors will approach the reception counter in • the lobby and will be greeted by the Reception /Clerical Staff. • The public lobby will contain a waiting area with seating to accommodate 4 visitors. One handicap accessible public toilet will be required. Wall mounted public telephones and a water fountain should also be located in the public lobby. The lobby will also include an information kiosk, writing counter for civilians to fill out forms, and access to a • fingerprint/photo ID room. • • Component Net Sq. Ft. • A. VESTIBULE 100 • Enclosed, covered room immediately between the outer door and the public lobby. It will serve as an antechamber to the main lobby. The vestibule will be open 24 • hours /day and also serve as a public area of refuge and include a direct phone line • to dispatch • B. LOBBY 60 Waiting room open to the public during selected hours of the day. Visitors and • other professionals entering the facility will first contact personnel at "Reception" • while in the lobby. Public lobby is where people visiting will announce who they want to see or will come for general information. The lobby will have to withstand • hard use and be constructed and furnished with durable materials, and provide seating for 4 people. The lobby will also include an information kiosk, writing counter for the public to fill out forms. • • C. PUBLIC RESTROOM 65 Wheel chair accessible toilet and hand washing facility for both men and women. • Members of the public, adult and children, as well as professionals visiting the • facility may use the restroom. One toilet and one hand washing sink will be • provided. • D. PHOTO /ID FINGER PRINT ROOM 80 • This room will be equipped with a live scan machine to finger print civilians and also digital photo equipment. This room shall be located such that staff may have • access to this room without entering the public lobby. Access to this area will be through the public lobby. Administrative visitors • will approach the reception desk and be screened and cleared by the staff. Staff may • access this area by using their own key, proximity reader or can be buzzed through the • door, which will be controlled from the reception desk. • Included in the facility area are spaces for those functions, which support the staff of the • facility. This includes space for a reception /clerical, supervisor's office, and support • specialist along with a centralized work area for copy, fax and files for the entire facility. • The design of the administrative area should project an image of professional management • through the use of materials, furnishings, and colors. Construction techniques and • furnishings for these offices should be similar to that of an office setting for other city government functions. • Component Net Sq. Ft. • A. RECEPTION /CLERICAL 50 The reception /clerical workstation will be in an open office environment along with • the support specialist. The reception /clerical position will act as the building receptionist. This space will have direct site lines and communication to the • building lobby through a secure window. • B. SUPERVISOR'S OFFICE 120 • The supervisor's office will be used to conduct work and meet with people. • C. SUPPORT SPECIALIST (3 @ 80 sf. each) 240 • The support specialist workstations will be in an open office environment. Three • stations will be required. • D. FILING AREA 60 • The filing area will be used to store selected files. • E. WORK/COPY MAIL 100 • This area shall be used for copying and mail collection and distribution. F. SUPPLY STORAGE /GENERAL STORAGE 50 Enclosed area where clerical supplies are stored, i.e.: paper supplies, forms, • computer /copy paper, ink cartridges, pens, pencils, and file folders. The Sergeants' offices shall be located in cubicles and located directly adjacent to the • patrol open office area. In addition, two lieutenant offices will be required. These offices • shall be secure private offices. • Other requirements include a storage room for equipment used by the patrol. • • Component Net Sq. Ft. • A. Each detective will be provided a work station for making • phone calls, writing reports, and performing research. The detective's sergeant shall have • a private office adjacent to the open office area. • A detective storage room shall be located adjacent to the open office area. This room shall be used for storage of equipment used by detectives. • Detectives and informant may use a separate staff entrance that will be controlled by the • use of a card reader. • • Component Net Sq. Offices • requiring public access should be clustered as close to the public lobby as possible to • reduce the amount of circulation required by the public within the secure zones of the • building. • COMMON OFFICE SUPPORT AREAS • • These areas should be located centrally and conveniently to the areas and /or staff that they serve. Clustering of clerical /secretarial areas will promote office equipment economies -of -scale and minimize duplication of items such as laser printers, fax machines, • copiers, etc. • INTERIORS • • Acoustics and Interior Finishes: Wall, floor and ceiling materials that absorb noise are • preferred over "hard" wall and floor materials except in high traffic areas (such as corridors • and lobbies) where consideration should be given to providing durable wall and floor materials with hard corner guards. Painted gypsum board wall surfaces in corridors are not • recommended within 48" of the floor. Additionally, the design • team should consider a variety of energy conservation strategies including: • • Minimizing artificial lighting, by providing natural light where possible and appropriate. • • Provide multi -level lighting for all work areas with computers. • • Provide task oriented lighting where possible. • • Provide daylight harvesting technology. • REQUIRED BUILDING SYSTEMS • General: electric power, heating, air - conditioning, lighting, hot and cold water, waste drain, • public address system, telecommunications system, computer network system access, security and life- safety systems as identified below. • • HVAC System: Heating and air conditioning should be distributed throughout all areas. • System shall be capable of providing constant interior temperatures at all building • spaces (interior and exterior HVAC zones). Provide multiple thermostat control • locations, including corridors. Systems shall be selected and designed for quiet, vibration free operation. When zoning of the HVAC system designers should take into • account intended flexible nature of key areas, and recognize that the facility will operate • on a 7 x 24 basis. First, the service to the public; second, the flow of staff • and relationships of staff services within a secure perimeter; third, is the temporary holding • of prisoners; and fourth, providing an architectural identity that will fit into the community. • One design concept is included in the report providing the city with an architectural style • that could be used. Depending upon the site location chosen, the design concept can • easily be modified to tie into its surroundings.. It is the intent that the new facility fit within, • as well as enhance the existing urban fabric. • The proposed plan clearly defines the public side of the facility with the entry vestibule, • public restroom and lobby. Due to the majority of visitors having business at the • reception /clerical component of the facility, the receptionist is within clear view of the entry vestibule and lobby. • • To minimize public circulation through the facility, the components where the public may • have business i.e. conference room and interview rooms are all located within close • proximity of the point of controlled public access from the lobby. • Staff services including locker rooms and break room have been located centrally within the facility providing quick and easy access for staff from the various departments including • patrol, detective, and administration. • The facilities include three secure entrances for staff. They have been located such to • minimize staff circulation throughout the facility by providing direct access to staff support • i.e. locker rooms, both adult and juvenile inmate holding, detectives area, and interview rooms. • • Inmate holding areas have been located within the secure perimeter and are accessed • through the secure doors from the internal secure staff circulation corridor. The ideal site should: • • Be capable of accommodating programmed requirements through a 20 -year time • frame, and ideally, expansion capability beyond that time - frame. • • Have capacity to accommodate all parking requirements on -grade (unless land cost, • exceeds that of structured parking). • Have convenient access to major transportation arteries that allow for minimize • response times through out the service area. • • Be located near major generators of service demand or the district's geographical • center. • • Be flat or with minimal slope. • • Have compatible zoning and land use for the intended function. • • Have convenient access to utilities. • • Be able to accommodate separate site access /egress for public versus police staff, and police vehicles. • Provide for secure parking (both physically and visually) of police and staff vehicles. • • To aid the in the evaluation and comparison of the various possible sites, we have provided a site selection matrix for future use. This matrix provides and objective and quantifiable • method of comparing alternative sites. • The matrix lists the primary criteria that should be considered in any assessment of • potential sites. WHEREAS, the amount of $35,000 must be appropriated within the 333 — Law & Justice Capital Fund for expenditure during 2008 to provide for a feasibility study addressing for a police substation; and WHEREAS, at the time of the adoption of the 2008 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1: The amount of $35,000 is hereby appropriated from the Unappropriated Fund Balance in the 333 -Law & Justice Capital Account 333 -333 -518- 0000- 521.20 -410 titled Capital Improvement Professional Services as a 2008 • appropriation to provide for a feasibility study for a police substation.
