SUBMITTED BY: Bill Cook, Director, Community and Economic Development Michael Morales, Deputy Director of Community and Economic Development CONTACT PERSON/TELEPHONE: Brett Sheffield, Chief Engineer — 576 -6797 Sue Ownby, Purchasing Manager - 575 -6093 SUMMARY EXPLANATION: In 2002, the Washington State Department of Transportation (WSDOT) received word from the Washington Utilities Transportation Commission (WUTC) that the crossing on US 97 in the 0 vicinity of Branch Road was inadequate and needed to be upgraded. They originally received two cantilever crossing structures from Yakima County to install at this location. However, the northbound structure needs to span three lanes and the two structures they received from the County only span two lanes. Ed Harper of the WUTC noticed that the structure on Lincoln Avenue between 1 Avenue and 2 " Avenue was no longer being used, and suggested that WSDOT contact the City about the possibility of WSDOT using this structure to fix the situation. Since this crossing has not been used by rail traffic for many years, the rails across Lincoln Avenue were removed last fall to improve the ride for vehicular traffic and the structures poses a hazard (fixed object that can be hit by errant vehicles) in the City's right of way, it is recommended that this cantilevered train crossing Tight standard be donated to WSDOT to upgrade the crossing on US 97. R -2008- A RESOLUTION declaring the cantilevered train crossing light standard located on Lincoln Avenue between 1st Avenue and 2 Avenue as surplus and authorizing donation of the standard to WSDOT for the improvement of the rail crossing on US 97 in the vicinity of Branch Road. , WHEREAS, the City of Yakima owns a cantilevered train crossing light standard located on Lincoln Avenue between 1 Avenue and 2 ' Avenue; and , WHEREAS, the crossing is no longer used by rail traffic and the portion of the rail crossing Lincoln Avenue has been removed; and WHEREAS, the Washington State Department of Transportation is in need for a cantilevered train crossing light standard of similar dimensions; and WHEREAS, the City Council finds that it would be in the best interest of the City of Yakima to declare the above -noted cantilevered train crossing light standard as surplus and to authorize the donation of this standard to WSDOT to improve the above - listed crossing, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 0 The City Council hereby declares the aforementioned cantilevered train crossing Tight standard surplus to the needs of the City of Yakima, and the City Manager of the City of Yakima is hereby authorized and directed to transfer ownership and donate this cantilevered train crossing Tight standard to WSDOT for the improvement of the rail crossing on US 97 in the vicinity of Branch Road.
