SUMMARY EXPLANATION:,
Charles Cacek of Sound Environmental Strategies, on behalf of TOC Holdings
Co. (formerly Time Oil Co.), has applied to install 2 shallow groundwater
monitoring wells within the City of Yakima right of way on North 16th Avenue
between Jerome and Englewood avenues. The monitoring wells will be used
to assess shallow soil and groundwater conditions to define the eastern limits of
groundwater impacts associated with the on -site service station addressed at
620 N 16th Avenue.
The required proof of ownership and liability insurance outlined in Chapter 8.20
of the Yakima Municipal Code is on file in the Offices of Code Administration
and Planning.

Dear Ms. Hazen:
This letter is written as a request by Sound Environmental Strategies Corporation (SES) to
obtain right -of —way (ROW) access for our planned environmental work associated with the
above - mentioned property, located at 616 North 16th Avenue (Figure 1). The purpose of our
work is to define the eastern limits of groundwater impacts associated with the on -site service
station.
Our planned scope of work includes drilling two soil borings within the easternmost north -bound
lane of North 16th Avenue, as shown on the attached ROW Work Plan (Figure 2). Initially, the
proposed boring locations will be marked with white paint, and a. one -call utility locate request
will be made to identify municipal underground utility corridors in the area of the planned
borings. Jest prior to initiating the borings, 1 -foot diameter cores will be completed through the
pavement. Each boring will be hand excavated to a depth of at least 4 feet below ground
surface to further ensure that no damage occurs to underlying utilities. The borings will be
completed to a depth of 25 feet bgs using air rotary drilling methods. Each of the borings will
measure approximately 9 inches in diameter. After completion, each boring will be completed
as a 2 -inch diameter PVC groundwater monitoring well. The wells will be completed in
accordance with Washington Department of Ecology (Ecology) guidelines. Each well will be
completed with a flush- mounted, WSDOT traffic - approved locking well monument. All soil
cuttings generated from the borings will be contained in labeled drums that will be temporarily
stored on the Scott's Deli Property. This initial phase of work will require one full day and one
partial day in the right =of -way.
SES will monitor and sample groundwater in these wells until contaminant concentrations in
excess of Ecology cleanup levels are not observed over the course of four consecutive quarters.
Limited, temporary ROW closure will be required for each of these future events.
Ultimately, after seasonal monitoring . and sampling is deemed complete, the wells will be
abandoned according to Ecology regulations. Abandoning the wells will include removing the

well monuments and .patching the holes to .matc,h adjacent grades. We anticipate the wells will
remain in place for a period-of 2 to 5 years, depending upon analytical testing results.
Per City of Yakima requirements, we have enclosed a site work plan, as well as a traffic control
plan, the completed request forms, insurance certificate, and a check for $50. We have
tentatively scheduled our drilling for the week of June 16, 2008. Also, per the requirements of
the permit, SES will notify the Yakima Fire Department, the general public, and adjacent
property owners and businesses 5 days prior to short -term traffic lane closure.
SES has completed over 100 such subsurface investigations within municipal ROWs in the
state of Washington and, to date, have not incurred a serious accident or caused substantial
utility or property damage from our work. Assessments such as this are common for evaluating
soil and ground water conditions associated within existing and former service stations and
determining the extent and limits of soil and groundwater impacts.
