HomeMy WebLinkAbout07/01/2008 04B Minutes 06-09-2008 Council Aquatic Center Committee Aquatic Center Feasibility Study City Council Sub Committee Notes from the June 9, 2008, Meeting • Present: Dave Edler, Kathy Coffey, Neil McClure, Dick Zais, Chris Waarvick, Rita DeBord, Denise Nichols, Randy Beehler, Lynn Quesenbury and Chris Bristol. Denise Nichols reviewed the contents of a Transmittal Memorandum (June 6, 2008): "Update on Aquatics Facility Study and Next Steps." As she concluded, Dave Edler said his next step would be to move forward and go to the public. There was general agreement that submitting the proposal to an election next fall would be too soon, but that it would be good to begin bringing interested parties together. Dick Zais said bringing the stakeholders together would provide an opportunity for a campaign team to emerge and move forward. Dave Edler stated he sees no need for a Council study session and expects the balance of the Council will listen to this committee's recomme ndations. He also said he wants a full build -out and the others agreed. Dave called for having a special election so the issue would stand out. Kathy Coffey said a comprehensive timeline needs to be developed to clarify what the costs are, other capital campaigns (private sector funding issues), when the schools are going to hold a bond election, etc. Dick Zais said the County will run its .3 law and justice renewal in 2009, and the Yakima School District is planning a bond, perhaps for next year. We need to map out the election issues, particularly because the City has other issues of its own. Kathy agreed we need to develop a timeline to the best of our ability. How much will the election and the campaign cost? Do the PFD cities know how much 'a special election will cost? Neil.McClure said he would like to see the aquatic center bundled by itself and partnerships need to be established before then. Dick Zais said the YMCA board and trust have both voted to partner in the proposal and may now want to delay the capital campaign they have been considering until a later date. Kathy said, if the Y is onboard, then we need to move forward with the PFD. Rita DeBord said the PFD will want to make sure they have considered all of the legal and financial ramifications and that all is in order. Dick Zais said it will be a special election for all three of the cities and the combined cost may run as high as $150,000. Campaign costs will run $40,000 to $50,000, money that have to be raised.
