Agenda Items:
1. Discussion of venue for Annual Action Plan (AAP) public meetings
HUD requires two advertised Annual Action Plan Public Meetings to be held
per year. Results of the AAP are to be turned in no sooner than November
15th of the current year and no later than December 30th of following the
following year. The following suggestions where made:
• Archie Matthews suggested that one AAP meeting be held July
and the second in September.
• To hold one meeting in August, preferably the first, in the council
chambers during the ONDS Committee meeting to accommodate
citizens who can attend during the day. The second`meeting to be
held in September during the evening or weekend at an off -site
location to accommodate citizens who can only attend evenings. 41)
• To hold the meetings to October. To allot time to prepare the
report for HUD and submit to them by November 15.
2. RCDR proposal for micro enterprise assistance
RCDR has submitted a proposal for $25,000 from CDBG funding for their
micro enterprise program. Small businesses such as RCDR that have five or
less employees can be classified for micro enterprise assistance. The request
for $25,000 from CDBG funds will be for technical assistance in the micro
enterprises program, specifically for businesses within the city limits of
Yakima. RCDR will be required to give quarterly updates on the progress of
their program to ONDS if their request is approved. The ONDS Committee
recommended that the proposal be forwarded to City Council.
3. Request for funding regarding Kiwanis Skate Park
The City of Yakima Parks and Recreation Department has granted Grindline
the bid to build the Skate Park at Kiwanis Park. The architect's estimated cost
for construction is $325,000. The Parks and Recreation Department has
raised $280,105, leaving an unfunded balance of approximately $45,000.
Kiwanis Club representatives David Severson and Gailon Gentry presented
the committee with a donation in the amount of $20,000 for the project. Parks
and Recreation is requesting a $25,000 grant from funds to cover the
balance. Construction will take approximately 100 days and can begin as
•
soon as all of the funds are in place. The Committee recommended that the
request for funding be forwarded to City Council.
4. First quarter financial update for CDBG and HOME funds
This is an item that will be presented to the committee on a monthly basis.
Currently extra funds are available due to •loans from prior years that have
been paid in 2008. On an annual basis, ONDS must demonstrate to HUD that
they can fulfill their obligations and spend the funds in a timely manner. Most
years ONDS receives notice that their budget for the following year is going
to be reduced by 8% to 15 %. Over the past five years the budget cuts have
been 5% to 9 %. ONDS attempts to carry funds over to the following year to
counterbalance the anticipated decreases. HUD monitors how much money is
carried over.
5. Lead -based paint abatement application
The grant application to Dupont was submitted. A response has not been
received. The request was to be able to expand the Exterior Paint Program.
The amount of the potential award is unknown at this time. Other
organizations have received as much as $100,000.
6. Pacific Power fluorescent light replacement information
A letter was sent to Pacific Power explaining ONDS programs and applying
for a grant for materials to replace lighting in the homes of the senior and/or
disabled programs. OIC Director Chris Link has previously managed grants
from Pacific Power. Mr. Link has offered to speak to speak with the Pacific
Power representative to explain the difference between OIC and ONDS, to tell
how the grant will help ONDS clients, and to explain the working relationship
that OIC and ONDS have had over the past 16 years.
