Status of Renewal Community Tax Break Program (CRD)
Michael Morales reported that recommendations for the annual allocations are scheduled to
go to Council on November 17. The applications thus far total slightly less than $12 million.
We are still waiting to see if the program will be extended into 2010 or beyond.
Update on 45 Avenue / Alpine Way properties
Bill Cook reported that litigation reports have been received on every parcel in the
subdivision. The reports affirm that there are many liens still in place. Staff is trying to
stimulate private interest on the six lots that are relatively clear. He noted that some of the
City liens have actually been paid off. However a lien will continue to show against a
property until the holder of the lien removes it, and the cost of removing a lien has increased
dramatically in recent years. It is possible that some of the liens placed by other individuals
and organizations have also been paid, but the lien has not been removed from the record.
The City will complete the procedures necessary to remove the City liens that have been
paid. - /
Mr. Opfer commented about an untended poplar tree at the previous meeting. Bill Cook
said that the City's arborist examined the tree and said it is healthy; leaving the City without
a basis to remove it at this time.
Joe Caruso reported on the status of various code compliance complaints. He said there
may be an action coming before Council to consider a change to the bond language to allow
demolition in some circumstances.

, . Councilmember Cawley said that he appreciates the work and noted that everyone is doing
what they can in this complicated situation.
Requested Annexation
Bruce Benson reported that the City has received a request to tie some additional property,
known as the Ziegler property, into the current Foursquare Church / Hochrein annexation
request. The Committee approved the request to go forward to the full Council and .
recommended approval.

The next regularly scheduled meeting of the Council Economic Development Committee will
be Wednesday, December 2, 2009, at 4:00 p.m. The agenda will include an update on the
45 Avenue / Alpine Way project.
