Wednesday, June 2, 2010 • • 9:30 a.m. • Council Members present: Bill Lover, Kathy - Coffey, Dave Ettl • Staff: Dave Zabel!, Michael Morales, Archie Matthews The first item on the agenda: Proposed updates to residential. fire code, was not discussed. CHDO "set aside" grant request from OIC: Bob Ponti and Bill Cook proposed that OIC use $50,000 of CHDO (Community Housing Development Organization) HOME funding to rehabilitate or reconstruct boarded up and abandoned houses, and explained the process they would use. Involvement of the local Historic Preservation Commission was discussed • in regard to the rehabilitation' or reconstruction of older homes. Mr. Matthews said HUD guidelines require that certain properties up for rehab or reconstruction be reported to the WA State Historic Preservation Commission. The Committee directed ONDS to send a courtesy copy to the local Historic-Preservation Commission when notification to the state is • required. The Committee forwarded OTC's grant request to the full Council and unanimously recommended approval. Marvin Gardens update: Mr. Matthews reported continued progress on the Marvin Gardens • development. Michael Morales proposed a block party for the new neighborhood, perhaps on National Night Bill Lover suggested that the residents might be interested in Block Watch. NSP Properties update:. Mr. Matthews reported that progress is being made on the • previously identified properties on Lincoln, Voelker, Walnut and in NE Yakima. Mr. Morales said the state has been notified that Yakima is interested in reallocations from other communities that.are unable to fulfill their NSP programs. • • Other. Business: Mr. Matthews reported that the Habitat for Humanity board approved the • special features the Committee recommended for their new project on South 16 Avenue. The updated request is for $197,620 (increased from $150,000) to include garages and porches: The • Committee forwarded the request to the full Council with a unanimous recommendation for approval. Mr. Morales distributed city maps overlayed with statistical information from YPD and ONDS. ONDS is in the process of identifying opportunities to stabilize sections of neighborhoods — at least one section and its needs 'will be identified and ready to discuss at the July committee meeting. Season of Service may be able to partner with the city. In addition to painting, roofs, cleanup, and so on, landscaping issues may need to be - n addressed, including Crime Prevention through Environmental Design (CPTED. . Infrastructure such as lighting and sidewalks should be evaluated through out .NE north central Yakima. Joe Walsh of the CWHBA said they just finished a major project but the board might consider helping in some way.
