R-2024-045 A RESOLUTION setting the time and place for a hearing on April 2, 2024, to review and adopt the amended Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2024-2029. WHEREAS, on June 20, 2023, the City of Yakima adopted a six-year program for the construction of streets and arterial streets in the City of Yakima for the ensuing six-year period, all as contemplated and required by the State RCW 35.77.010 and applicable federal law; and WHEREAS, the City of Yakima desires to amend the six-year program to include an additional project: Nob Hill Blvd 28th Ave to 40th Ave Paving; and WHEREAS, the City of Yakima desires to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to reflect the amended Six-year TIP, as contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth Management Act and consistency of the Comprehensive Plan and the Six-year TIP; and, WHEREAS, a public hearing must be held on said programs before final approval, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said program shall be presented for hearing and determination on Tuesday, April 2, 2024, at the hour of 6:00 p.m., in the City Council Chambers, or as soon thereafter as the same may be heard, and the notice of such hearing be given as approved by law. For Meeting of: March 19, 2024 ITEM TITLE: Resolution setting date of April 2, 2024 to amend the Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2024 -2029 SUBMITTED BY: Scott Schafer, Public Works Director * Bill Preston, City Engineer SUMMARY EXPLANATION: On June 20, 2023, the City of Yakima adopted R-2023-092 and R-2023-093 as required by state statute to update its Six-year Transportation Improvement Program (TIP) for submittal to the Washington State Department of Transportation. The City is amending the Six-year TIP to include the following funded additional project: • Nob Hill Grind & Overlay(S 28th Ave to S 40 Ave) The project was not on last year's TIP update because the City was still seeking funding. Now that the City has secured funding, the project needs to be on the adopted TIP.A Public Hearing will be held to consider including the additional project in adoption of an amended Resolution approving the Six-year TIP and amending the regional Metropolitan Transportation Plan and Comprehensive Plan Capital Facilities Element.
