R-2024-043 A RESOLUTION authorizing the write-off of certain uncollectable central accounts receivables for the City of Yakima. WHEREAS, Utility Services Division of the City of Yakima manages the billing process for the City's central account receivables; and, WHEREAS, the past dues accounts have been deemed eligible for write off due to: (1) age of the account has reached the 6-year statute of limitations; (2) account has been returned from collection or otherwise been deemed uncollectible; and WHEREAS, accounts receivable has a detailed listing of 234 uncollectable delinquent account totaling $52,521.26 to be discharged by City Council action; now, therefore. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The delinquent 234 accounts for accounts miscellaneous receivable billings totaling $52,521.26 are hereby recognized by the City Council as uncollectable and the Director of Finance & Budget or his /her designee is hereby authorized to write off these debts accordingly. For Meeting of: March 19, 2024 ITEM TITLE: Resolution authorizing the write-off of certain uncollectable central accounts receivables SUBMITTED BY: *Rosylen Oglesby, Interim Director of Finance and Budget Anabel Chavez, Utility Customer Services Manager SUMMARY EXPLANATION: Attached is a resolution authorizing the write-off of certain uncollectable accounts. A total of 234 invoices representing 234 accounts totaling $52,521.26 has been identified for write-off, since the last write-off was done in February of 2023. Delinquent accounts are recommended for write-off for various reasons, including: 1) The Statue of Limitations (six(6)years or older) has been met; 2) Bankruptcy(discharge of debt); 3) Death of debtor; and 4) Accounts have been sent to a collection agency and returned as uncollectable. The large majority of the write-offs meet the 6-year statute of limitations which relate to the billings done in 2017.Accounts meeting the above listed criteria are included in the proposed Resolution. With approval of this resolution by Council, the accounts will be removed for the City's accounts receivable records.
