GMA Interlocal Agreement: Vern Redifer noted that the Intergovernmental Committee
talked about the Interlocal Agreement a few years ago, but the discussion drifted to
development standards. Commissioner Leita remarked that the City requested
discussions on the document and said the County would like to hear why the City would
like to change the document as opposed to re- adopting. Joan Davenport pointed out that
there is a lot of data to be added, improved and updated, and some language needs to be
updated. The Committee reviewed the document page by page, including the preliminary
updates suggested by City staff. The West Valley Neighborhood Plan and the Terrace
Heights Neighborhood Plan should be integrated into the document. Mr. Leita commented
that this brings about a great opportunity to coordinate and to collectively make better use
of capital facilities. The sections related to infrastructure services and level of service need
to be reviewed. Under Section G. Annexation, Mr. Leita would like to discuss items 1, 2, 3
• and 5.
Mr. Leita shared his vision that the Interlocal Agreement will be the basis by which a
working relationship between the City and County will be formed. It will be the planning, or
umbrella document, with agreements such as the 4 -Party and Stormwater as attachments:
The next meeting of the Intergovernmental Committee will be Tuesday, June 8, 3:30 p.m.,
in City Council Chambers. The one agenda item will be a discussion about the West
Valley Neighborhood Plan. The Interlocal Agreement discussion will resume at the
meeting on June 22.
