HomeMy WebLinkAbout09/07/1973 Adjourned Meeting TUESDAY SEPTEMBER 4, 1973 - SEPTEMBER 7, 1973 City Manager' McMicken referring to the certification by Cornell, Howland, Hayes & Merry - field, Consulting Engineers and the City Engineer of the completion of work and recommenda- tion that said work be accepted and final payment made on the Telemetering Facility for City-wide Domestic Water System, it was MOVED by Schussler, seconded by Edmondson that the report of the Consulting Engineers and the City Engineer dated August 29, 1973, with respect to the completion of the work on•Public Works contract Telemetering Facility for City-wide Domestic Water System, be approved, the work be accepted and payment of the final estimate as therein set forth is hereby authorized: carried, Brown, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. Broad and Cole absent. City Manager McMicken referred to the present plan for relocating management personnel beinc implemented in City Hall and requested that the trial period be extended another thirty 'days in order that the report and recommendation for this arrangement to be continued on a permanent basis may be brought back to the Council for action'by the end of September. It was.MOVED by Holbrook, seconded by Schussler that the trial arrangement be extended another thirty days: carried, Brown, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. Broad and Cole absent. City Manager McMicken requesting out -of -state travel authorization for Public Works Director, Dave Vargas, to travel .to Denver, Colorado, to attend the Annual Congress of the Public Works Association, September 16 -20, 1973, it was MOVED by Schussler, seconded by Whitaker that said travel be authorized and expenses paid: carried, Brown, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. Broad and Cole .absent. City Manager McMicken referred to the request made by the Regional Director of the Washing- ton Lung.Association at the previous meeting for a traffic -free area in downtown Yakima during Clean Air Week, October 14- 20, 1973. He referred to the requirement that all abutting property owners in the affected area would need to give their approval for this and further reported on a meeting with the Downtown Advisor Redevelopment Commission, who recommended denial of this request. It was the consensus of the Council that this recom- mendation be followed and City Manager McMicken indicated that he would inform the Lung Association of the Council's decision. Councilman Schussler referred to the matter of a Comprehensive Bicycle Plan for Yakima, stating that Dr. Jim Dodge has indicated that an organization called "The Peddlers" would like to make suggestions for improvements of the route in the area of Chestnut and 32nd Avenue. After due discussion, it was MOVED by seconded by Edmondson that the Staff be asked to provide information to the Council on specific plans for routing in this area: carried, Brown, Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. Broad and Cole absent. Councilman Holbrook requesting permission to be excused from the regular meeting of September 10, 1973 and Councilman Schussler requesting permission to be excused from the adjourned regular meeting of September 7, 1973 and regular meeting of September 10, 1973, it was MOVED by Edmondson, seconded by Whitaker that Councilmen Holbrook and Schussler be excused on those dates: carried, Brown, Edmondson, Holbrook., Schussler and-Whitaker voting aye by-voice vote. Broad and Cole absent. There being no further business to come before the Council, it was MOVED by .Whitaker, seconded by Holbrook that this meeting be adjourned at 4 :40 P.M. to Friday, September 7, 1973, at the hour of 12:00 Noon, to then meet in the Flight Deck Restaurant at the Yakima Air Terminal:. carried, Brown,- Edmondson, Holbrook, Schussler and Whitaker voting aye by voice vote. Edmondson and Bill Whitaker met in the Flight Deck Restau- rant at the Yakima Air Terminal. Also present was Jim Bowers, representing the press.
