The Yakima City Council met in joint , session . on this ....da.te_ with....the._ Union ..Gap.::City.,.Council
and the Yakima. County Commis.sioners..at 7;30 P .M..;at. Union. Gap .Hall. Union. Gap Mayor
Bob Masterman:presided at the meeting,." Yakima.. City Council.members;present were Mayor Bert
Broad, Wray Brown, Betty Edmondson, :James Lust and.Don .Schus.sler.. :. Others present' were City
Manager McMicken, Planning Director Jay Otto, the -thr.ee.Coun;ty•.Commissioners, several Union
Gap City Councilmen and. Planning Director and several interested citizens.
Mayor Bert Broad. read a .prepared statement.re area -wide planning.for.Yakima Urban Area and .
the appointing of a representa.tive:.committee•of citizens to. °make suggestions as to problems
and proposed. solutions.
County .Commissioner . Cliff.Onsgard.talked' about the previous.joint meetings that have been
held and recommended that a good citizens' committee - ba: formed t� meet and come back with
suggestions to Councils and..County Commissioners as to how to solve various problems.
There was discussion on whether the Yakima City Council..will compromise. by relaxing its
outside 'utility policy and whether .Yakima County would accept•a • compromise at'the same time
such as accepting a stricter, urban -type zoning for the West Valley area` at the,.same time
the outside utility policy might be relaxed. •
It.was agreed- byall.three goups to meet in three weeks will,be Tuesday, April 17,
1973, .at Yakima City Hall in:the Council' Chambers, and that in.,the.meantime, Mayor.Broad,
Mayor and Commissioner Onsgard will meet to consider and bring to that meeting; a
recommendation on the method,of appointing the proposed citizens'.- committee. •-
The meeting adjourned at 9:30 P.M.; with the Yakima City Council to meet again -On Friday,,,
March 23,'1973, at 12:00 Noon at the Cosmopolitan Chinook Hotel.

The City Council met in session at 12:00 Noon, Friday, March 23, 1973 at the- Cosmopolitan
Chinook Hotel,.Yakima, Washington
Councilmen.present.at the meeting were. Mayor Bert Broad,.Wray Brown,.Howard C Betty
L. Edmondson, Don Schussler and Bill Whitaker.• Also - present were City Attorney Fred And -
, rews, 'City Clerk :Jack Daniel and Jim Bowers, representing. the press. Councilman Lust absent,
Councilman Edmondson.expressed a desire to schedule.Council discussions concerning Special
Revenue Sharing and the Water /Sewer Rate Study.•
Mayor Broad. addressed the subject of Council /City.Manager.relationships. Councilman Schuss -
ler expressed the.opinion that it would be_helpful'to.have_.the.views of department and
division heads during.Council deliberations. Mayor Broad thought.the Council should be
very careful that lines•of city not be circumvented. It'was..brought out that
this'must work both,.ways and that-staff should likewise be_.careful about;dealing directly
with the Council. It .was .generally agreed that .the .pr oblem. was . not : - such. as to merit spec -
ial' but that the Council should. continually, be aware of the need'to_observe
linesof organization in the interests of` orderly management.=

Mayor Broad announced that he be attending a„special.meeting next.week with the
Department of Ecology on the subject of water /sewer problems.
There being no further business to come before the..Council., it was MOVED by Schussler,
seconded by Whitaker that we do now.adjourn at the hour .of 1 P.M.: carried, Broad,
Brown; Cole,.Edmondson.,.Schussler and Whitaker voting ay.e_by.voice vote. Lust absent.
