HomeMy WebLinkAbout01/26/1973 Special Meeting 507 JANUARY 23, 1973 JANUARY 26, 1973 SPECIAL MEETING YAKIMA CITY COUNCIL • • 'JANUARY 23, 1973 Pursuant to due notice, a special joint meeting of the City Council and the Yakima Housing Authority was he -1 -d- at - the - ,-Yakima -- Southeast- Commun ty Cerij r - on - - January 23 -, 1973, at the hour of 5:30 P.M. - Present for the meeting were Mayor Bert Broad, Councilmen Brown, Cole, Edmondson and Lust, Councilmen Schussler and Whitaker absent. Also present were City Manager McMicken and City Attorney Andrews. A Staff presentation was given by the Staff of the Yakima Planning and Community Develop- ment Department concerning a mortgage guarantee plan'for Yakima's low -cost housing problem, which plan has been used in the city of Fresno, California. Homer Matson, representing the Planning and Community Development Committee, made the presentation. Also discussed was pending legislation at both the State level and at the Federal level concerning special programs for low -cost housing assistance. Homer Matson reviewed a 1972 Community Development Assistance; a special Revenue Sharing program which he anticipates will be in effect in eighteen months. He outlined several options which the City of Yakima might excercise with respect to programming and funding -a low -cost housing program for Yakima, which would be interim to the passage of the proposed special Revenue Sharing plan. There was much discussion and many questions by the City Council members present and other interested members of the Community as 'to what might be done by way of use of Yakima's existing Federal Revenue Sharing to promote such programs. There was no decision made by the Council at this time. There being no further business to come before Council, it was MOVED by Brown, seconded by Lust that this meeting be adjourned to Friday, January 26, 1973, at the hour of 12:00 noon to then meet at the Chinook Hotel: carried, Broad, Brown,. -Cole, Edmondson and Lust • voting aye by voice vote. Mall. following lunch. to_..familiariz'e themselves with the layout as it relates to-a proposal .to:..convert .that facility: into .a City Cultural and Convention Center. Councilman...Cole,.suggested that a • letter be written -to the- President..outlining Yakima problems with respect to the .18 month moratorium .on...housing - funds.' Mayor Broad indicated .. .that..the.draft letter should. be prepared- by.Homer..Matson for submittal to the Council. -There was-discussion concerning appointment .ofindividua1s. to fill. existing position vacancies on the Housing .Authority Committee... -' There' were no decisions .made concerning this 'appointment. However, the - suggestion was made that it would be appropriate to enlarge the • -. •Housing Council so as to provide better coverage throughout the City. The .next..item discussed was .the :need- for.a,..new...City.:.Hous.ing Code{. City-Manager-McMicken .indicated that. the development.of a new code. would : :be -..a process. involving:.major staffing requirements.and the- meeting..o.f various..:committees-.before it could be" made ready to present to the .Council for approval. • . - .. Mayor. Broad_ brought on..the._subject .of filling .the .vacancy which: exists in the Park Commis- . sion.. Several ._names .were .mentioned, but. -no.- decisions ..were made at this time. • It - was MOVED by Whi.taker_,.:seconded.by Cole that..the..•Council hold,.periodic regular..Council meetings, ;possibly once. per quarter, in representative geographical areas: carried, Broad, Brown, Cole, Edmondson; Schussler and Whitaker.:..voting:aye ` bvoice vote. Lust absent. .Mayor Broad announced..that there. were two .vacancies -on the Housing Renewal. Committee and that the.Housing Committee had nominated.Mr.. John :Fairbrook':to -one of those vacancies. • It was. MOVED. by Schussler, seconded_by Whitaker that John Fairbrook be appointed to fill -one of • the two vacancies: carried, Broad, Brown, Cole :, Edmondson, Schussler and Whitaker . voting aye by voice vote. Regional Library Board.-on January-30,1973, :at-3 P:.M., to discuss ... proposed State funding for libraries.' City Manager McMickencommented.on,, the... possibility. of :.the:City.o.f_Yakima.getting•together . with .the Yakima Valley ,Transportation .Company to .cooperate..,in.. the_. establishment.:ofi certain park areas' along YVT:'s..route. All Council members;seemed_agr.eeable . to.the idea, but no decisions were made at this time. There being. no..further..business, to come-- before the .Co.uncil..,.; it..was MOVED .by...Edmondson, seconded by Whitaker...that ; we do-now adjourn at'the hour: of..1.:30..
