NOVEMBER 7, 1966
The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, .
Brown, Lambert, and Robinson, City Manager Smith and City Attorney Andrews present on
roll call. Councilmen Kurbitz and Lynch absent on roll call. MOVED by Robinson,
seconded by Brown that Councilmen Kurbitz and Lynch be excused from this meeting.
II The invocation was given by Councilman Brazier.
The minutes of the regular meeting of October 31, 1966 having been duly certified accu-
rate by two Councilmen, and no one present wishing to have the minutes read publicly,
Mayor declared said minutes approved as recorded.
This being the time for the hearing on the assessment roll for L.I.D. No. 958, Edgecliff
Manor - Horizon Heights Replat Domestic Water and there being no protests in writing or
otherwise, it was MOVED by Robinson, seconded by Lambert that Ordinance No. 847 confirming
said assessment roll and repealing Ordinances 395, 409, 660, 685, 657, and 686 in so far
as such ordinances are inconsistent with this ordinance be passed as read: carried,
. Brazier, Brown, Lambert, Larson and Robinson voting aye on roll call. Kurbitz and Lynch
absent.
ORDINANCE NO. 847., AN ORDINANCE relating to domestic water local improvement districts
for Horizon Heights and Edgecliff Manor Additions;confirming the assessment roll
covering Local Improvement District No. 958 as created and established by Ordinance
No. 829 of the City of Yakima; and repealing Ordinances No. 409, passed January 7, 1963,
No. 660, passed June 14, 1965, No. 685, passed August 2, 1965, No. 395, passed November
26, 1962, No. 657, passed June 7, 1965, and No. 686, passed August 2, 1965, insofar as
such Ordinances are inconsistent herewith.
This being the time for the hearing on the assessment roll for L. I. D. No. 959
Edgecliff Manor - Horizon Heights Replat Sanitary Sewer and there being no protests in
writing or otherwise, it was MOVED by Brown, seconded by Lambert that Ordinance No. 848
confirming said assessment roll and repealing Ordinances 395,410, 516, 528, 517, 529
insofar as such ordinances are inconsistant with this ordinance, be passed as read:
carried, Brazier, Brown, Lambert, Larson and Robinson voting aye on roll call. Kurbitz
and Lynch absent.
ORDINANCE NO. 848, AN ORDINANCE relating to domestic sewer local improvement districts
for Horizon Heights and Edgecliff Manor Additions; confirming the assessment roll cover-
ing Local Improvement District No. 959 as created and established by Ordinance No. 830
of the City of Yakima; and repealing Ordinances No. 394, passed November 26, 1962, No.
No. 516, passed April 20, 1964, No. 528, passedJune 1, 1964, No. 410, passed January 7,
1963, No. 517, passed April 20, 1964, and No. 529, passed June 1, 1964, insofar as
such Ordinances are inconsistent herewith.
III MOVED by Lambert, seconded by Lynch that Ordinances No. 849 relating to public safety
and declaring loitering about school premises to constitutes vagrancy and amending the
Yakima Municipal Code, be passed as read: carried, Brazier, Brown, Lambert, Larson and
Robinson voting aye on roll call. Kurbitz and Lynch absent. .
ORDINANCE NO. 849, AN ORDINANCE relating to public safety and morals; declaring Yi.teri.ng
about school premises to constitute vagrancy; and adding Section 6.04.366 as a new
section to the City of Yakima Municipal Code.
Petition No. 495, A Notice of Intention to Commence Annexation Proceedings having been
filed with the City Clerk on November 7, 1966 by J. Grant McDaniel, requesting annexa-
tion of property located east of south 24th Avenue, between South 22nd and 24th Avenue
and Logan Avenue and Mead Avenues, it was MOVED by Robinson, seconded by Lambert that
this date, November 7, 1966, be set as the time for meeting with Mr. J. Grant McDaniel
who signed said Notice of Intention No. 495 dated November 4, 1966:carried, Brazier, Brown,
Lambert, Larson and Robinson voting aye by voice vote. Kurbitz and Lynch absent. Mc-
Daniel being present, and indicating that the area to be annexed is willing to assume
its share of the city's existing indebtedness, it was duly MOVED; seconded and passed
that the annexation proposed by Petition No. 495(Notice of Intention to Commence
Annexation Proceedings) be accepted by the City of Yakima and that the area sought to
be annexed be required to assume City's existing indebtedness. The above motion was
made by Robinson and seconded by Lambert and carried: Brazier, Brown, Lambert, Larson,
and Robinson voting aye by voice vote. Kurbitz and Lynch absent.
MOVED by Robinson, seconded by Lambert that Ordinance No. 850_ - relating to a regulatory
license and bond on theaters and public shows and repealing Chapter 5.82 of the Yakima
Municipal Code, be passed as read: carried, Brazier, Brown, Lambert, Larson and Robinson
voting aye on roll call. Kurbitz and Lynch absent.
ORDINANCE NO. 850, AN ORDINANCE relating to licenses and business regulations, and
repealing in its entirety Chapter 5.82, "Theaters and Public Shows" of the City of
Yakima Municipal Code.
MOVED by Brown, seconded by Lambert that Resolution No. D -1015 authorizing the City
Manager to execute a Jail Agreement with the Yakima County for the incarceration of City
Female prisoners in the Yakima County Jail, be passed as read: carried, Brazier, Brown,
Lambert, Larson and Robinson voting aye by roll call. Kurbitz and Lynch absent.
RESOLUTION NO. D-1015, A:;RESOLUTION authorizing the City Manager and City Clerk of the
City of Yakima to execute a Jail Agreement with Yakima County.
MOVED by Robinson,seconded by Lambert that Resolution No. D- 1016.amending Resolution
No. D -900 which authorizes the purchases of Scotchlite,sign facing material and aluminum
sign blanks for street signs, without calling for bids, be passed as read: carried,
Brazier, Brown, Lambert, Larson and Robinson voting aye on roll call. Kurbitz and
Lynch absent.
RESOLUTION NO. D -1016, A RESOLUTION amending Resolution No. D -900 adopted January 17,
1966 and entitled "A RESOLUTION authorizing the purchase of materials without calling
for bids ".

MOVED by Lambert, seconded by Brown that Resolution No. D -1017 authorizing the purchase
of copper material without calling for bids and ratifying purchases already made by the
city through federal government authority, thus exceeding the authority granted by Re-
solution No. D -901, be passed as read: carried, Brazier, Brown, Lambert, Larson and
Robinson voting aye on roll call. Kurbitz and Lynch absent.
RESOLUTION NO. D -1017, A RESOLUTION declaring an emergency and authorizing the purchase
of copper material without calling for bids, and ratifying purchases of copper material.
Walter H. Rothe, Architect for the construction of Fire Station No. 4 at the Yakima
Municipal Airport, having submitted a monthly estimate in the amount of $18,390.26 for
payment to Hill's Construction Company, contractor for this project, it was MOVED by
Robinson, seconded by Lambert that said estimate dated November 1, 1966 with respect .
to the progress on said project, be approved and that the estimate therein set forth be
approved and payment of same be authorized, carried, Brazier, Brown, Lambert, Larson,
and Robinson, voting aye by voice vote. Kurbitz and Lynch absent.
The City Engineer having also submitted the following estimates for work performed during

it was MOVED BY ROBINSON, seconded by Lambert that said report dated October 31, 1966
regarding said investments be accepted and approved.
The City Council again discussed contemporary city government problems with approximately
20 students from St. Joseph Academy who were in attendance with Sister Marie Emile.
There being no further business to come before the Council, it was MOVED by Brazier,
seconded by Robinson that we do now adjourn at the hour of 4:25 P.M. Carried.
