November 17, 2015 ITEM TITLE: Resolution concerning City of Yakima Management Group pay and compensation, cancelling the annual Management Group employee's pay and compensation adjustment provided by YMC 2.20.116 for management employee compensation, effective for the calendar year 2016, as provided in YMC 2.20.116 (C) SUBMITTED BY: Tony O'Rourke, City Manager Jeff Cutter, City Attorney SUMMARY EXPLANATION: In order to allow an alternative pay adjustment mechanism for the Management Group (i.e. City employees not represented by a union) salaries, it is necessary to cancel the Management Group Pay and Compensation Adjustment (PACA) provided by Yakima Municipal Code Section 2.20.116 for the calendar year 2015. The attached resolution cancels the application of the Pay and Compensation Adjustment for calendar year 2016 for the Management Group. R -2015- A RESOLUTION concerning City of Yakima Management Group pay and compensation, cancelling the annual Management Group employee's pay and compensation adjustment provided by YMC 2.20.116 for management employee compensation, effective for the calendar year 2016, as provided in YMC 2.20.116 (C). and WHEREAS, the Management Group consists of City employees not represented by a union; WHEREAS, it is desirable to align management salaries with market conditions in order to recruit and retain high caliber employees; and WHEREAS, in order to allow for an alternative pay adjustment mechanism for the Management Group, the Management Group Pay and Compensation Adjustment provided by Yakima Municipal Code Section 2.20.116 must be cancelled for the calendar year 2016; and WHEREAS, in accord with Yakima Municipal Code 2.20.116(C), legislation cancelling the Management Group Pay and Compensation Adjustment must be approved by the City Council at least fifteen (15) days before the Pay and Compensation Adjustment implementation date of January 1, 2016; and WHEREAS, the City Council finds that it is in the best interest of the City of Yakima to allow for an alternative pay adjustment mechanism; to accomplish that objective the Management Group Pay and Compensation Adjustment for the calendar year 2016 must be cancelled; Now, Therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: In order to accomplish a City of Yakima Management Group alternative pay adjustment mechanism for calendar year 2016 the City of Yakima Management Group employee's Pay and Compensation Adjustment provided under City of Yakima Municipal Code Section 2.20.116 is hereby cancelled for calendar year 2016.
