This grant will fund local efforts to carry out a sustained graffiti paint -out program through June 2009. The grant request is for $12,000 which will be used to fund overtime for a Corrections Officer to S supervise inmate workers for forty-four (44) eight -hour shifts. $11,383.68 will be allocated for overtime reimbursement and the remaining $616.32 will be used to reimburse fuel costs associated with the operation of vehicles supporting the project. The project's operations will be coordinated with those of the City of Yakima Office of Neighborhood Development Services (ONDS) which receives a large majority of the graffiti complaints citywide. BOARD /COMMISSION RECOMMENDATION: COUNCIL ACTION: • MEMORANDUM August 14, 2008 To: City Council Members From: Chief Sam Granato, Yakima Police Department Subject: Graffiti abatement grant from the Washington Association of Sheriffs and Police Chiefs (WASPC) Mayor and Council Members: I first want to apologize for the confusion regarding this grant for overtime money to pay for the City of Yakima Corrections Officers. This grant was part of the anti -gang legislation passed by the State legislature in their last session. There was not a lot of money and grants for graffiti abatement were limited by WASPC. The Police Department three years ago funded graffiti paint out trailer with the necessary equipment to supplement the ONDS paint out program. We used corrections officers to take inmate trustees out in the community to paint out 0 graffiti. Unfortunately, due to budget constraints and personnel shortages in corrections last year, we were unable to assist. This money would be used to pay our corrections officers overtime, to continue the program without depleting our very minimal manpower needs at the jail nor adversely impact our overtime budget for corrections. Even with this money, it would still be a part time program. To make it full time would require adding a full time corrections officer for this position at a cost of approximately $65,000, which given current budget constraints would not be recommended. It is hoped that future legislation will increase the amount of money available for such programs. III ID RESOLUTION NO. R -2008- A RESOLUTION authorizing application for an Graffiti/Tagging Abatement Grant in the amount of $12,000 from the Washington Association of Sheriffs & Police Chiefs; designating the Chief of Police and the City Manager to act as the official representatives of the. City of Yakima with regard to the grant; and authorizing their actions to accept the grant and execute all necessary documents and contracts to implement the grant, if awarded. WHEREAS, WASPC has been provided with funds that have been reserved for the purpose of establishing grants to local law enforcement agencies in order to enhance their ability to eradicate graffiti; and WHEREAS, the City of Yakima and Yakima County continue to be impacted by high levels of graffiti /vandalism; and WHEREAS, the City of Yakima does not possess the resources necessary to carry out sustained graffiti paint out operations over extended periods of time; and WHEREAS, the terms of the grant application define the Authorized Official as the "Chief Executive Officer of the (law enforcement) Agency or his designee "; and WHEREAS, the City Council of the City of Yakima considered this matter at an open 0 public meeting in which citizens were provided an opportunity to comment; and WHEREAS, the City Council of the City of Yakima deems it to be in the best interests of the City to authorize submission of an application to the Washington Association Of Sheriffs & Police Chiefs for said funds and execution of all necessary documents and contracts to complete said grant transaction, now, therefore. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. The City of Yakima is hereby authorized to submit a completed grant application to the Washington Association Of Sheriffs & Police Chiefs to obtain a grant to fund local efforts to carry out a sustained graffiti paint out program. 2. The Chief of Police and the City Manager are hereby designated as the official representatives of the City of Yakima with regard to the grant. 3. The Chief of Police and the City Manager are authorized to accept the grant and execute all necessary documents and contracts to implement the grant, if awarded.
