Continued review of Interlocal Agreement between City of Yakima and Yakima County for
Growth Management Act implementation:
At the meeting on June 18, 2008, the Committee agreed to work toward obtaining an
additional legal opinion to determine the proportional fair share process. At the July 7
meeting, Mike Leita stated that after giving the idea more thought, he thinks that a better
course of action would be to collectively see what the Committee decides is an appropriate
process, and then obtain a legal opinion. Dick Zais said that staff will try to work through
the process in a way that both parties can agree on and move to an outside Legal opinion
if questions remain.
411 Discussion continued about Commissioner Leita's five points: Annexation /UGA
Expansions, Proportional Frontage Contributions, Roadway Improvements Standards,
Transfer of Ownership and Focused Public Investment. Brainstorming comments
included: seamless standards in the City and the UGA; consideration of the feasibility and
desirability of building out an entire arterial or collector roadway at one time rather than
piecemeal; late comers agreements; encouraging in -fill; capital facility planning; benefit
areas; LIDs; RIDs; and connectivity and circulation plans between developments. Vern
Redifer stated that RIDs and LIDS are normally for access roads, not arterials and that
consideration of both types of roads is necessary. He also stated that it is important to
acknowledge that arterials impact more people than just those with frontage property.
Neil McClure talked about late comer's agreements and suggested that a broader concept
not limited to frontage property could be considered. Commissioner Leita recommended
that a plausible way to implement a broader plan would be by using the same type of
structure that was used in the stormwater process. He emphasized the necessity of using
the funds for what they were set aside for. Various financing vehicles were discussed. _
Commissioner Leita would like to see a well defined plan as to how the City and County
want to develop and support roads.
Staff was asked to put together a list of choices for the next meeting based on the
following topics:
III 1. Funding opportunities (new and existing) and where they have been utilized;
2. Cost opportunities or cost benefits;
3. Potential "impact areas" of current or future concentrated development.

The next Intergovernmental Committee meeting is scheduled for Monday, August 4,
beginning at 2:00 p.m., in the City Manager's Conference Room.
