Meeting Notes
Attendance: Council Members: Micah Cawley, Neil McClure and Kathy Coffey
Staff: Dick Zais, Dave Zabell, Cindy Epperson and Randy Beehler
Discussion:
➢ Dick Zais officially opened the 2009 Budget Process with a review of the Budget
Guidelines and restating cost restraints. There was an overview of wage and
benefit considerations; all Union Labor Contracts are in place with the exception
of YPPA (Police), which is beginning negotiations. The Committee confirmed the
policy in the guidelines to limit proposals of new positions in the 2009 Budget.
The Committee reviewed the presentation of the general government programs
and services provided within each of the City Departments 2008 approved
budgets. It was determined additional information was needed:
1) The complete 2008 Budget Narrative (refer to 2008 Preliminary Budget
S Binder)
A list of revenues received from fees, admissions, permits, licenses, etc. be
included for each department
3) A current list of all vacant positions
4) Records on the City's equipment fleet; i.e. maintenance tracking, replacement
schedule, and the City's replacement policies and practices
5) A copy of The Budget Strategy Team report from Sept. 2005.
Information will be provided to Council Committee on Thursday, July 31, 2008
➢ The Committee decided to review the departmental breakdown in conjunction
with the section of 2008 Preliminary Budget Narratives to determine where
budget/service reductions can be made. The Committee will review departments
in the following order:
1. General Administration
2. Community and Economic Development
3. Finance
4. Public Works — Streets and Traffic Operations
5. Public Works — Parks and Recreation
6. Fire
7. Police
Next Meeting: Thursday, August 7, 2008 at 2:30 pm to review the general Administration
Dept. (including Risk Management).
