Members present: Council Members Cawley, Ensey, McClure
Staff: Dick Zais, Bill Cook, Michael Morales
Invited guests: John Hodkinson, Regional Planning Commission Chair
Update on Yakima Resources Property
Michael Morales reported that the LIFT application is under review by CTED. Some
updates were requested on the job creation model and the state tax credit. The updates are
due August 8. There are nine final applications across the state, only one of which is from
Eastern Washington. Results of the application process are expected to be announced on
September 20. Interstate improvements to allow better access to the property are being
considered by various transportation agencies.
Adult Oriented Business Ordinance
Regional Planning Commission (RPC) Chairman John Hodkinson spoke to the Committee
about the thorough review the RPC has conducted in regard to the adult oriented business
ordinance. His opinion is that the ordinance is fairly strict, without violating the rights of
business owners. Bill Cook told the Committee that they could choose to table the matter
• indefinitely; they could send it back to the RPC with additional suggestions; or they could
send it back to the RPC without the retroactive language The Committee agreed to send
the ordinance back to the RPC without the retroactive language. The RPC's
recommendation will come back to Council for final approval.
Update on Riverpointe Landing
Bill Cook reported that the developer has completed a roundabout design proposal and that
DOT is reviewing the design. The original environmental studies and the rezone process
were done with the roundabout in a different place so some additional review is necessary.
The developer has been very comfortable with the timeline for the project.
Greeting to Businesses
The Committee will begin sending letters of greeting to new business license holders as the
licenses are issued, and will also send a letter of greeting when a business license is
renewed. This will begin as soon as a process can be put into place.
Other Business
The Committee would like a chance to meet with Joe Morrier to learn more about JEM
Development's new hotel project. They would like as many Councilmembers as are
interested to attend.
The next regular meeting of the Council Economic Development Committee is September 3,
2008.
